Professor of Biostatistics University of Pittsburgh Pittsburgh, PA 15261 Dear Phil: This will confirm my telephone call to the effect that the Executive Committee of the AIA has authorized the program of literature research which we have been discuss ing. To avoid the possibility of misunderstanding, I shall summarize here the nature and objectives of the task as I now see it. Using the services of a doctoral candidate who will function as your research assistant, you and Dr. Ian Higgins of the University of Michigan will review both the body of scientific literature pertaining to asbestos and human health (including those annual studies which have been interpreted to have possible significance for pathology in man) and medical journals or periodicals generally read by physicians, for the purpose of preparing a history of the development of knowledge within the medical community of the health effects of asbestos. The medical journals and per iodicals are to be used to ascertain how, at different points in time, the medical profession was interpreting the research literature then available to it. I visual ize two products of this effort: (1) a detailed chronology of this developing under standing, with citations and abstracts of pertinent publications and (2) a scholarly paper, suitable for publication in a scientific journal, prepared by Enterline and Higgins describing the history of the emerging consensus among physicians of the association of asbestos exposure with various adverse physiological effects or diseases. It is our hope and expectation that the chronology, which will result primarily from the work of your research assistant, will be completed by the end of the summer, while the scholarly paper will be ready for publication by year-end. The cost of the program will be defrayed as follows: (1) you and Dr. Higgins periodically will bill the AIA for your time at the rate of $50 per hour, plus expenses, and (2) your research assistant will bill the AIA for her time at an hourly rate (estimated to be in the order of $5 or $6 an hour) which you will establish and transmit to me, plus expenses. Bills should be submitted for payment to the Asbestos Information Association, 1835 K. Street MW, Washington, DC 20006, Attn. Robert H. Mereness, Executive Director. You have indicated that your research assis tant may require a travel advance, and I am confident that such an advance (cal culated, perhaps, to cover the estimated cost of one trip to Montreal) promptly can be arranged as soon as you advise of its necessity. I am delighted that you have consented to undertake this assignment for us and urge you to proceed with it forthwith.
