Process Description: At the well pad, a condensate/gas/water emulsion is extracted from the Utica Shale formation through five wells and from the Marcellus Shale formation through four wells (two additional wells are under construction), located on the Eisenbarth/Michael well pad. The emulsion from each well goes to gas processing units, from which the gas is sent to the sales line and the condensate and produced water are piped to one of two tank batteries. One tank battery is made up of three condensate tanks. A second tank battery is made up of nine produced water tanks. The vapors from the tank headspaces are piped together and routed to a combustor for destruction. Each tank has a thief hatch. TOUR INFORMATION EPA Tour of the Facility: Yes Data Collected and Observations: During the inspection, emissions were routed to the combustor, but Burner Management System for the combustor was running on manual and showed that the pilot light, ignite light, and main light were not on. We recorded FLIR videos of emissions venting from thief hatches. Photos and/or Videos: were taken during the inspection. Field Measurements: were not taken during this inspection. CLOSING CONFERENCE Provided U.S. EPA point of contact to the facility Compliance Assistance: As EPA observed venting from the tanks with the FLIR camera, EPA communicated this information to Brad Doctors. EPA is concerned about both venting of emissions from the tanks and monitoring issues with the combustor.
