ANNUAL REPORT
SUMMARY
During 1951 reported cases of occupational diseases totalled
14?777. 32? of these resulted in absence from work beyond
the day of injury, 31% caused no lost time and in 11? it
could not be determined from the report whether or not lost time occurred.
Diseases of the skin accounted for 54? of all cases reported. More than half of these cases wore caused by oils, greases, solvents and! chemicals, and slightly less than half were due to poison oak. Poisoning by venom (mainly insect bites and stings), diseases of the bones and organs of movement, and diseases of the eye (mainly welding flash burns) were eachjre sponsible for 11? of the total. Systemic effects of industrial poisons Ire-
suited in 3% cf the cases. Included in these more serious conditions were
11 cases due to industrial solvents, 68 due to lead, 13 due to other metals, 3C due to carbon monoxide, 143 due to other gases and 174 due to agricultural chemicals. 21 cases of pneumoconiosis were reported.
Workers in manufacturing accounted for 33? of the total number of cases of occupational diseases reported during 1951, agricultural workers for 15? and construction workers for 12?. Agriculture had the high est incidence of reported disabling occupational diseases with a rate of 3.0 per 1000 employees. Construction was second with a rate of 2.5 and manu facturing third with a rate cf 1.9.
Occupational diseases were reported from all counties ex
cept Alpine and Mono. 34? of the total cases occurred in Los Angeles Coupty,
5% in San Francisco County, 5? in Alameda County and 4? in Santa Clara County.
Occupational disease fatality reports were obtained from 1 several sources. Data on deaths from silico-tuberculosis were obtained from
the Department of Public Health vital statistics records. The sources of the remainder of the deaths included in the tabulation are the fatal cases reported to the Department cf Industrial Relations and claims before the I Industrial Accident Commission. The latter relate to the year in which a settlement was made and not necessarily to the year of death. It should be

noted that prior to 1951, the fatalities included were only those for which doath benefits vTere awarded by the industrial Accident Commission luring the year. In addition to these, the 1951 tabulation also includes deathp for which comprouii.se and release settlements were approved by the Commission. Fatalities reported from all these sources numbered 155. Of interest is the fact that such preventable diseases as pneumoconiosis and carbon tetra chloride poisoning accounted for 53 and 5 deaths respectively.

required under section 6407 of the Labor Code bo file a
report of the injury with Department of Industrial Relations.
The Division of labor Statistics and Research of the Department of Industrial Relations prepares statistics and reports on ell disabling work injuries. The Bureau of Adult Health of the Department of Public Health, in accordance with an inter-agency agreement, reviews and analyzes doctor's reports which cover occupational diseases. The number of these reports processed by the Bureau of Adult Health increased considerably during the second six months of 1951. While some of this increase was a re sult of increased employment, the major factor was an improvement in the procedure for obtaining the occupational disease reports instituted in July fallowing consultations with the Department of Industrial Relations. Thip change in procedure is expected to be reflected in a further increase in the number of reports to be analyzed for the full, year 1952.
The use of these reports is a valuable aid in evaluating jhe occupational health problem in the State and in determining those areas and ohosc industries which have the greatest need for preventive health services. However, this statistical analysis is subject to several limitations. Thb Calif o^nia Workmen's Compensation.Act does not cover certain groups of the workers such as self-employed, federal employees, maritime workers, railroad workers in interstate commerce and workers employed by farmers who elect pot cc be covered. Also only a first report is now required. This- covers the preliminary findings made by the physician, and does not in all cases reflect the final diagnosis. Furthermore, only the estimated amount of lost time con be given,which results in. some margin of error concerning the length of Usability.
