To August 1973 the attaoted latter waa directed to General Services Garage areas informing than of procedures in minimising airborne asteetoa in vehlol* brake rebuilding and inspeotion operatione. i study concerning asbestos oxpoaure of garage aeobanioe during brake lining maintenance, conducted by Mt. Sinai School of Medicine in 1975* concluded that airborne fiber concentration frequently exceeded the current raguleted Unite. It van found that aebeatoe fibers blown into the atnoephare by air blasts used to clean brake perta was tha major contributor, and that areaa renote free the actual olaaniig containedunacceptable aebeatoe levels. Theca findings convinced BIOSH (Rational Insti tute for Occupational Safety and health) to reoently award a tl80,060 ooutraet to Kt. Sinai to datemine the bea.th haxarde associate! with exposure to asbeetoe in theee operations. Concurrently a $64,$22 contriet was let to Texas l&K Research Foundation to determine and docunant the collection efficiency of industrial vacuum units and teohniques for disposal of asbestos waste in faraks and clutch servicing industries.
In view of tha previous results and the ongoing studies, and previous Ford action in this area (see Maintenance Bulletin 137 attached) garage areas within Car Sngineering are reminded that the exposure of employees to airborne asbestos should be United by restricting the use or location of air blast cleaning of brake parts or assemblies. In addition, all garags areas are to plan for eonplats elimination of this practice and replacement by vacuum or other methods to eliminate airborne asbestos basards. Future developments relating to tha study will be transmitted upon reoeipt to all affeoted operations.

Vehicle Brake Rebuilding
Recent industrial hygiene st'edles have demonstrated overexposure to asbestos
fiber in air during certain vehicle broke rebuilding end Inspection operations..
Overexposure occurred when brakes and brake* drums were cleaned using compressed
air blovoff. In order to preclude overexposure to asbestos fiber In air, the
foilowing procedure is recommended:
,
4
. Vehicle brakes and brake drums shall be cleaned using an Industrial
type vacuum cleaner vith a filtering system efficient to a three
micron particle size. Under no circumstances shall^ epppressed air
blovoff be used to clean brakes and brake drums.
*'
.
..
Disposal of asbestos laden dust from the vacuum shall be done by vet
methods of dust suppression or the employe performing t! operation
shall use a respirator specified by the U.S. Bureau of Mines far
pneumoconiosis producing dust under approvals 21C and Schedule 21.
Approval 2iC specifies single use respirators approved far pneumo
coniosis producing dusts.
-
S. .. .
Disposal of asbestos laden waste frem the vacuum cleaner slioll be In sealed containers labeled per subparagraph g and h, Federal Register
1910.93(a), pages 22143 and 22144 (OSUA).

Asbestos It constituent of most commonly used friction materials usorl for brakes and dutches.
Ov.ir|ioHiro to r.Jbostos fiber in tlw air can occur during Inspection and repair i.|tcijtlom on Urul cs,
brake drums, clutches, and associated comiionutils uf tlicso units when compressed air is used to blow
off asl'cskts l;:dcn dust.
`
In order to preclude overexposure by inhalation of asbestos fiber during Inspection and repair operations
on vehicles, preset, and cranes tire billowing procedure is rocommetided by the Industrial Hygiene Section of the Personnel and Organisation Cull:
o Brakes, brake drums, dutches, and other associated components shall be cloened using an industrial type vacuum cleaner with a filter system efficiency cnpeble of capturing a three (3) micron panicle sire. The Industrial Hygiene Sretibn has evaluated and found weptchlu from the othestos fiber emission standpoint the Soars Hochtick and Company, Catalog tfOHTt/il ilN, forty-five (45) gallon industrial vacuum cleaner for wrt or dry pickup. Accessory set. Catalog #9G TlCOVd, consisting of crevice
tod and brush must bo used to afford piaiicr pickup. Current (10/3) cost of this unit complete . with accessory set is approximately $105.00.
o Disposal of asbestos laden wesie from the vacuum cleaner shall be done by wet methods of dust
.:o : . suppression or by an employo performing such removal using e respirator specified by the U.S. Bureau
' ; of Mints for pneumoconiosis producing dusts under`Approvals 21C end Schedula 21. The Minnesota
ft':':.- .'' , : .Mining and Manufacturing Company re^iirator. Model 8710, meets tlicso requirements. . " **
. o Disposal of asbestos laden waste from the vacuum cleaner shall be In scaled containots labeled os per subparagraphs (g) and (h). Federal Register 1910.03(a), pages 22143 and 22144 (OSHA). The
. . fdtors on the discharge ports should alto be disposed of when they beromo loaded rather then attempting . ' to clean tliem. These fitters should bo disposed of In prapody labeled scaled containers.
v o Under no circumstances shall compressed air blowoff be used to clean brakes, brake drums, clutches

end associated components.
