This was an EPA inspection in response to a National Response Center Spill Report (NRC No. 1402544) which was received by EPA Region 6. The spill occurred on 6/21/2024. The inspection was conducted by the authority of the Clean Water Act (CWA) to determine compliance with Environmental Protection Agency (EPA) regulations. CapturePoint, LLC representative, Talia Clark participated during the inspection. There was no other federal, state, or local agency representatives present at the time of the inspection. FACILITY DESCRIPTION EPA conducted an inspection at the CapturePoint, LLC North Burbank Unit 31 Battery, where an equipment failure on a 4-inch injection line resulted in the release of a company estimated 1,200 barrels of produced water. The released fluids migrated southeast along a drainage feature which terminated into a low-lying area of pastureland. Section II - OBSERVATIONS I observed the release point of the spill. At the same location, I observed brine impacted soil and vegetation. Spill impacts migrated southeast from the release point, across pastureland. I observed men and equipment performing cleanup and remediation efforts near the release point of the spill. See photo No. 1 in Appendix 1 (photo log). For additional location information and photo metadata, see Appendix 1. I observed the end point of the spill, which was a low point in the pastureland approximately mile southeast from the release point. At the same location, the operator had dug a catch pit to collect impacted waters for removal. At the time of the inspection, all pooled water along the flowpath had been removed. See photo No. 2. Section III - AREAS OF CONCERN The primary areas of concern included the impacted soil and vegetation around the release point and the impacted soil and vegetation across the overland flowpath.
