III. Type and Purpose of Inspection Compliance Evaluation ED_019088A_00012984-00001 IV. Facility Description According to public records, New Bedford Regional Airport, located at 1569 Airport Road in New Bedford MA (" Facility " or " site "), is a Part 139 Commercial - Service Airport, municipally - owned and available for public use. The airport is located three nautical miles northwest of the City of New Bedford, a city in Bristol County, Massachusetts, United States. According to the Facility's Stormwater Pollution Prevention Plan (" SWPPP ") site diagram (see Photos in section E. of this report below), the main airport parcel has an area of approximately 718 acres with approximately 81 acres of industrial activity exposed to participation. Stormwater from areas with industrial activity flow into wetlands on site and from there into an unnamed tributary to the Paskamansett River. V. Inspection Mr. Rpsenberg announced the inspection to the Facility the day of the inspection, about an hour before arriving on site. The inspection team arrived at approximately 1 PM. Mr Scott Servis, the Facility manager, greeted the inspection team and took us into the conference room along with his operation manager, Mike Crane. A. Opening Conference Mr. Rpsenberg presented my credentials and explained the purpose of the inspection. Mr. Servis, explained the following information about the Facility: - There are 110 aircrafts based at the Facility; Three Fixed Base Operators (" FBOs ") operate at the Facility through lease agreements with the airport who owns the land; The FBOs independently conduct both maintenance and fueling of aircrafts. Maintenance work within hangers, drainage from which flow through floor drains into oil water separators and finally into the municipal sanitary sewer system; The three FBO's are Sandpiper Air Inc., NorEast (a review of EPA databases post - inspection show NorEast is currently unpermitted), and Colonial Air Inc.; Bridgewater State fly school operates on property; The Facility has a number of catchbasins which drain to oil water separators and eventually discharge at the outfall; Scot gathers information from all FBOs in order to keep a Facility wide stormwater management plan up to date; The airport just finished an apron drainage project that updated a portion of the stormwater conveyance on site; 1 EPA notes that this sharing of responsibilities is permitted under MSGP Section 8.S.3.3 and that FBOs must submit their own individual annual reports under their individual MSGP permits (see MSGP Section 8.S.3.1.) 2 ED_019088A_00012984-00002 Mr. Servis submits annual reports and monitoring results for the Facility; The seven employees that work at the Facility have been trained for hazardous waste as part of annual FAA training, but not specifically for stormwater pollution prevention; - There is no onsite salt or sand storage; Facility routinely sends activity reports to the Federal Bureau of Investigations; and Cape Air has a mobile heater on - site for deicing. Inspectors requested to review the SWPPP and Mr. Servis obtained the plan Inspectors reviewed the site plan and asked questions regarding the layout of the Facility and the locations of the three FBOs that operate within the airport. B. Facility Tour Inspectors traveled from the main terminal building to the main outfall (Outfall # 3) of the Facility, located behind Cape Air's leased building. Mike Crane joined the inspectors. The outfall is where underground stormwater conveyance infrastructure discharges after passing through a culvert underneath Shawmut Rd. flowing from east to west. This body of water is labeled " east ditch " on the Facility's site diagram. Inspectors observed no visual pollutants within the discharge at the outfall. The outfall pipe was submerged due to recent precipitation events. Inspectors visited the fixed - based operator, Colonial Air. Inspectors presented their credentials to and spoke with Mr. Chris Cunningham. Mr. Cunningham explained that the FBO which he manages is permitted under the MSGP individually and they submit their own annual reports. The FBO's Spill Prevention Control and Countermeasures (SPCC) plan was last updated in 2010. Employees of the FBO are trained in spill prevention. C. Records Review Inspectors reviewed the SWPPP which included taking photos of portions of the site diagram (see below). Inspectors noted that the swift was updated for the 2021 MSGP permit reissuance. However, the site map needs updating. The SPCC plan was also reviewed. D. Closing Conference After visiting Colonial Air, inspectors conducted a brief closing conference with Chris Cunningham. EPA inspectors had no areas of concern to communicate. Mr. Cunningham had no additional questions for EPA. The inspection team departed at approximately 2pm.
