Comeaux From: Subject: Level XI Reliability Study of the Proposed Closed Dome Loading Project (Phase I - Tank Cars and Trucks) RES 2510 A Level II Reliability Study of the proposed closed dome loading of volatile organic compounds has been made. The primary purpose of this study was to determine if the design of the plant included necessary equipment, instrumentation, layout, procedures, etc to reduce the risk of fires, explosions, or other undesirable events to an acceptable level. Any problem areas found in this study were to be reported to the design team prior to the final design. A detailed line by line, equipment by equipment review was made of the preliminary flow sheet. The proposed facilities meet the criteria for reducing the risk of the occurrence of a hazardous event if they are constructed essentially as currently proposed with revisions and additions as discussed with the design team (See Discussion).
