Environmental Protection Agency Region 4 Air Enforcement Branch 61 Forsyth Street, SW Atlanta, Georgia 30303 INSPECTION REPORT Facility Inspected Waleska Animal Hospital 6787 Reinhardt College Parkway Waleska, Georgia 30183 Inspection Date: November 2, 2023 Facility Programmatic ID 0400000013057EPA29 LAT: 34.3128 LON: -84.5491 Inspection Type Clean Air Act (CAA) National Emission Standards for Hazardous Air Pollutants (NESHAP) - Asbestos Inspectors Pamela Storm Introduction An inspection pursuant to Section 114 of the CAA was conducted on November 2, 2023, at Waleska Animal Hospital located at 6787 Reinhardt College Parkway in Waleska, Georgia 30183 (the Facility). The unannounced inspection was conducted by Pamela Storm who possesses EPA inspector credentials to conduct CAA NESHAP asbestos inspections. The facility is a veterinary office. The inspector discovered that renovations were occurring at the Facility through a tip and signs posted at the office indicating that water repairs were ongoing at the Facility. The lobby had been partially renovated as of the time of this inspection, but renovation work was not occurring during this inspection. The purpose of the inspection was to determine compliance with the CAA NESHAP Asbestos Standard and the regulations promulgated at 40 CFR Part 61, Subpart M, for the renovation activity being conducted at the Facility. The EPA Region 4 CAA NESHAP asbestos program targets facilities for inspection located in the State of Georgia based on tips/complaints; permits issued on a local level; demolition and/or renovation/abatement notices sent to the State; and other relevant information concerning renovation/demolition activities at regulated facilities. This inspection was conducted based on the tip concerning renovation activity at the Facility. Facility Information The facility is a veterinary office. CAA Asbestos Inspection Report: Inspection Date: Waleska Animal Hospital 6787 Reinhardt College Parkway Waleska, GA 30183 11/02/2023 Page 1 of 2 Inspection Inspection Upon arrival at the Facility, the EPA inspector presented her inspector credentials to the office receptionist and explained that EPA was conducting the inspection of the aforementioned renovation activity for compliance with the Asbestos NESHAP. The receptionist provided the phone number of Ryan Hiland (678-249-7103), the property manager, to the EPA inspector. The inspector called Ryan Hiland to discuss the renovation activity at the Facility. Mr. Hiland stated that a water line had come uncapped at the Facility damaging the flooring. Flooring had been removed in the lobby with polyethylene sheeting in place blocking off a portion of the lobby. A new wood flooring base was visible in a portion of the lobby awaiting the replacement flooring to be installed. Mr. Hiland said he believed that an asbestos inspection had occurred prior to the commencement of the flooring removal and added that the work had to be delayed while the contractor awaited the sampling results. He provided a phone number for Brian (470-597-4237) with Hampton Restoration Group, the renovation contractor. Mr. Hiland said the renovation work began on or around October 12, 2023. On November 6, 2023, the EPA inspector contacted Brian with Hampton Restoration Group. He provided the phone number of Jody Dupree (770-543-8384) with Master Environmental Services, LLC, the subcontractor that did the asbestos survey for the Facility prior to renovation. The EPA inspector then spoke with Mr. Dupree who provided a copy of the sampling results for the flooring materials being replaced by electronic mail on November 6, 2023. No asbestos-containing materials were found in the flooring materials. Conclusion A thorough inspection for asbestos-containing materials, as required by 40 C.F.R. Section 61.145(a), was performed by Master Environmental Services, LLC prior to the commencement of renovation activity at the Facility. Sampling results show that no asbestos-containing materials were found in the flooring materials being replaced in this renovation. No further action is warranted in this case.
