The Board of Directors Meeting of the American Industrial Ifygiene Assoc iation was called to order by H. H. Sehrenk at 8:00 P.M., May 10, 1944, in Roan. Six, New Hotel Jefferson, St. Louis, Missouri. Those present were: H. H. Sehrenk, E. C. Barnes, J. B* Littlefield, W R. Bradley, M. Bowditch, J. J. Bloomfield, W. A. Cook, Philip Drinker, J. W. Pehnel, W. C. L. Heme on, D. D. Irish, R. A. Kehoe, E. G. Meiter, J. H. Sterner and W N. Wltheridge. President Sehrenk reviewed briefly the Minutes of the Board of Directors Meetings held in Rochester, N. Y., May 25, 194S, and Pittsburgh, Pa., November 10, 1945. The resolution regarding the labeling of solvents was sent to Donald Nelson, Chairman of the War Production Board, and to Thomas Parran, Surgeon General, U. S. Public Health Service. Correspondence and further action were held until later In the meeting. There was a. brief discussion regarding the resolution concerning proper utilisation of industrial hygiens personnel, bub no further action was taken at this time. A letter frost the American Standards Association was road which stated that necessary approvals had been obtained so that the American Industrial Hygiene Assoc iation could be represented on the Safety Code Committee Z37 - "Allowable Concentra tions of Toxio Dusts and Gases"# also that the Association can now be represented on the Safety Code Correlating Committee. Dr. R. A. Kehoe had already been appointed with Dr. C. P. McCord and Philip Drinker as alternates, to represent the American Industrial Hygiene Association on the Z37 Committee. President Sehrenk appointed YU P. Yaxrt, with J. J. Bloomfield as alternate, to represent the Association on the Safety Code Correlating Committee. President Sehrenk read a letter from Helen C. Cummings expressing her apprec iation to the Board of Directors of the American Industrial Hygiene Association for their high regard of D. E. Comings as expressed in arranging a Memorial Lecture in his honor. Minutes Board of Directors Meeting, May 10, 1944 - 2 The Treasurer's report was read by J. B. Littlefield. Upon motion by Philip Drinker, seconded by D. D. Irish, the Treasurer's report was unanimously approved, subject to the approval of the Auditing Committee. The Secretary's report was read by E. C. Barnes. Upon motion by Philip Drinker, seconded by J. W. Fehnel, this report was unanimously approved. A report of the editorial activities was given by Yi. A. Cook. He indicated that Industrial Medicine would be interested in expanding the American Industrial Hygiene Association Section of Industrial Medicine. It was generally agreed that this would be desirable if suitable papers oould be obtained. Motion was made by M. Bowditch, seconded by J. J. Bloomfield, and unanimously approved, that the Editor of The Journal of Industrial Hygiene and Toxicology meet with the Program Ccosnittee to decide on publication of papers presented at the Annual Meeting. Motion was made by J. H. Sterner, seconded by D. D. Irish, and unanimously approved, that the Board of Directors of the Association favor meeting again with the Governmental Industrial Hygienists and the American Association of Industrial Physicians and Surgeons in 1945* R. A. Eehoe and J. J. Bloomfield will discuss this with the American Association of Industrial Physicians and Surgeons, and Boston or Atlantic City will be looked upon favorably as a meeting place. Con sideration will also be given to other cities. Motion was made by W. A. Cook, seconded by E. G. Meiter, and unanimously approved, that the Board of Directors of the American Industrial Hygiene Association convey their thoughts to the American Association of Industrial Physicians and Sur geons that at all future meetings the scientific exhibits be separated from the commercial exhibits. Motion was made by J. H. Sterner, seconded by Philip Drinker, and unanimously approved, that tentative approval be given for continuing-with the present financial arrangement concerning the Annual Meeting, namely, that net income or defioit assoc iated with the joint eonferenoe be distributed in the ratio of 90 peroent to the American Association of Industrial Physicians and Surgeons and 10 percent to the American Industrial hygiene Association. Motion was made by D. D. Irish, seconded by Philip Drinker, and unanimously approved, that the American Industrial Hygiene Association prepare a mimeographed tentative program that will be sent to members at least two months before the annual meeting. It was agreed by the Board of Directors that consideration should be given to the seleotion of a person to present the Donald E. Cummings Memorial Lecture at our Annual Meeting in 1945, and that eaoh member of the Board of Directors should present his suggestions to the Chairman of the Program Committee prior to the next meeting of the Board of Directors* Minutes Board of Directors Meeting, May 10, 1944 - 5 A. letter addressed to the Association from American Association for an International Offloe for Education, Or. Harrow Shapley. Chairman, was read by the Secretary and it was voted that no further action should be taken in connection with their request for endorsement of their Association* President Sohrenk then read the correspondence which he had received from Dr* J* C. Townsend, who answered for the Surgeon General of the U* 5* Public Health Service the letter transmitting the resolution reoossaending proper labeling of solvents* After discussion, a motion was made by J. J. Bloomfield, seconded by W. A. Cook, and unanimously approved, that a committee be appointed to meet with the present "Labeling Committee" of the Surgeon General's Offioe and that this Committee empress the views of the Board of Directors regarding informative labeling and report back to the Board of Directors on the status of the labeling problem* Dr* D, D. Irish and Manfred Bowditeh were appointed as members of this oammittee* Motion was made by V* A* Cook, seconded by J. J* Bloomfield, and unanimously approved, that the President write to Dr* J* G* Townsend and request his approval for "g oopies of the letter from Mr* Matson to Dr* Townsend and distribute those copies to the members of the Board of Directors of the American Industrial Hygiene Association* President Sohrenk then reviewed the correspondence and suggestions con cerning employment of a paid executive secretary by the Association* Philip Drinker had previously offered to do this work, but ho has new boon forood to withdrew his offer* It was the opinion of many members of the Board of Directors that it would bo desirable to employ a paid executive secretary so that the Assoc iation's activities could be expanded somewhat, providing a suitable person could be located who would do the work at appropriate salary* Motion was made by h. A. Cook, seconded by J* J* Bloomfield, and unanimously approved, that the President appoint a committee to locate an available person and recommend an amount of com pensation, this committee to report book to the Board of Directors at its next eeting* Motion was made by W* A* Cock, seconded by D. D* Irish, and unanimously approved, that a ooamittee be appointed by the President to stimulate local section activity and formulate suitable simple instructions for local sections, including a suggested Constitution* The following resolution was presented to the President by W* A. Cook: RESOLUTION - AMERICAS INDUSTRIAL HYGIENE ASSOCIATION "WHEREAS, H. R. 4371 introduced into Congress will permit the 0. S. Department of labor to al looate *6,000,000 to State Agencies administering labor laara for maintaining safe working conditions and controlling industrial health hasards, and. 03 349 Minute* Board of Direotors Mooting, May 10, 1944 - 4 "WHEREAS, Funds are at present alloeated by the U. S. Public Health Service to the State Departments now undertaking this work, and "WHEREAS, 38 States are conducting industrial hygiene activities effectively in the State, County and Municipal Health Departments, and "WHEREAS, the passage of this bill would not only cause duplication of present services with waste of public funds, but would result in confusion in industry tod friction between State Departments, "BE IT THEREFORE RESOLVED, that a copy of this Resolution be trans mitted to the Chairman of the Congressional Committee now considering this bill". According to Article 6, Section 3, of the By-laws, "all resolutions for submission to the Association shall be referred to the appropriate committee for study and re commendation". President Schrenk then appointed the Botod of Directors to act as a ocsnitt'ee and pass on this resolution* Motion was mads by Philip Drinker, seconded by D. D. Irish, that tbs resolution be approved and submitted to the members at the Annual Meeting on Thursday, May 11, 1944* After discussion, this motion was withdrawn by Drinker with the approval of Irish* Ho further action on the resolution was taken* The resolution was not presented at the Annual Meeting of the Membership* Cfa motion by Philip Drinker, seconded by J.
