Matthew Allen was the lead inspector for the inspection. EPA Inspectors met with Charles Randall (landowner) and were granted permission to access the property and conduct the inspection. There was no company representative present at the inspection. The initial spill inspection was performed by EPA Inspector, Kent Sanborn, on 02/02-11/2016 which documented unsatisfactory results. EPA Inspector, Kent Sanborn, conducted a follow-up inspection with marginal results recorded on 03/31/2021. The inspection documented in this report was a final follow-up inspection. The inspection was conducted by the authority of the Clean Water Act to determine compliance with Environmental Protection Agency (EPA) regulations. There was no other Federal, State or Local agency present at the time of the inspection. FACILITY DESCRIPTION EPA conducted a follow-up inspection on the McCann Resources, Inc, Bowring Lease where produced water (brine) from a damaged 2-inch poly flowline impacted an unnamed tributary of Mission Creek in February of 2016. The Bowring Lease was located West of Bowring, Oklahoma, in Osage County. Section II - OBSERVATIONS I observed the Release Point and the Point of Entry (POE) (36.889034, -96.122796) into the unnamed tributary, according to Charles Randall (landowner). The POE can be seen in Appendix 1/Photo Log, photo No. 1. I did not observe any signs of spill impacts in the area around the POE. A Total Dissolved Solids (TDS) field reading of 85.1 mg/L (photo No. 3) was taken immediately upstream from the POE in the main channel of the unnamed tributary. An additional TDS field reading of 101.3 mg/L (photo No. 5) was taken in a deep pool approximately 30 feet downstream from the POE into the tributary. TDS field readings were taken with a properly calibrated YSI Pro 30 conductivity meter. Both field readings observed at the time of the inspection were well within the normal "background" TDS levels for the area. I observed normal vegetation in and around the tributary and could see no evidence of spill impacts along flowpath. At the time of the inspection, the impacted area had recovered to pre-spill condition. Section III - AREAS OF CONCERN EPA Region 6 inspectors observed no areas of concern at the time of the inspection.
