Dear Charles: I believe that we can almost write finis to the painted toy problem. The domestic toy manufacturers at their latest meeting adopted the American Standard Association's standard. This, as you know, provides for a maximum 1% content of lead in the solids of the paint. The National Paint and Lacquer Association is thoroughly familiar with the standard -- I s learned that from them last October -- and so there are paints : available which can meet this standard. ,: I spoke to the secretary of the Importers Association this morning. He is getting word of the domestic manufacturers V decision to the Japanese Embassy for inmediate transmission home.
