Grosvenor 6030- 4th October, 1960 Dear Bob, David Roffey has recently paid a further visit to Switzerland to find out what, if anything, can be done to expedite the formal approval of the authorities to the use of T.M.L. in motor gasoline. , As mentioned to you some time ago, the authorities have instructed "CARBURA" - an industry committee - that no gasoline containing T.M.L. is to be imported into Switzerland until further notice. I understand that one of the reasons for this is that the ''Ethyl" Committee is on the point of issuing its final report and in view of past controversy on the subject of lead in gasoline feels it would be inopportune to raise the question of T.M.L., at least until the T.E.L. position has been cleared officially. While at first sight this may appear unrealistic, the position is undoubtedly a delicate one and in our opinion to attempt to force the issue might do more harm than good. Ve shall, of course, keep in touch with the authorities in Switzerland and advise you promptly of any developments.
