January14 1932 My dear Winslow: Dr. Sappington w ill not be home u n til tomorrow but I want to acknowledge your report of the 12th and to assu re you th at I w ill present i t to the Adm inistration Committee on Monday and make reference to i t a t the Tuesday meeting o f the Executive Committee. I was in S t. Paul on Tuesday, attending a number of meetings of our coun cils and f ift e e n minutes before tr a in time in the evening met i,Ir. Fred Wiloox of the Wisoonsin In d u stria l Com mission and Mr. R. McA. Keown, the Engineer of the Commis sion. There two men were tra v e lin g from c ity to c ity d is cussing the sand b la stin g health h asards. Mr. 'vYilcox showed me two le t t e r s from the manager of one of the in sur ance companies of the S tate carrying most of the accident and occupational d isease insurance. Apparently Mr. Falk has the worst record in the State and he and the insurance company are n a tu ra lly alarmed a t the prospeots of any penal t i e s th at may accrue to oases of s ilic o s is ' chargeable to them. Since Dr. Sappington l e f t fo r hew York we have had several t e l e phone requ ests in Chicago for copies of the prelim inary rep o rt. Apparently the commercial people are hearing about th is study.
