Type and Purpose of Inspection Unannounced Evaluation of construction stormwater permit compliance IV. Facility Description The site is a development for multi - family housing. The site currently covers 20-30 acres north of the pre - existing extension of Albert St. (it is not clear if this extension has a different name; this report will call it the Albert St. extension). The area slopes down in elevation away from the site to the south, north and northwest, while it rises in elevation away from the site to the east and west. Access is from a driveway north from the end of the paved Albert St. extension and along a gravel haul road running west from the site 250 yards to a stockpile area. [According to the site operator, the stockpile area is part of the quarry west of the construction site]. At the time of the inspection, the site was in the process of being graded, with blasting not yet complete. V. Inspection Mr. Spejewski arrived at the site unannounced at about 8:30 AM, parking on Albert St. Site workers directed him to the construction trailer on site at the upper end of the driveway entrance. Mr. Spejewski went to the trailer. A. Opening Conference At the trailer, Mr. Spejewski found Dylan Miranda, Eric Hoyt and other workers, all of whom identified themselves as working for Eastland Partners. Mr. Spejewski presented his credentials, provided a copy of the Small Business Resources Information Sheet, and explained the purpose of the inspection. Mr. Miranda and Mr. Hoyt explained that the site is being developed by Eastland Partners, for multi - family residential. They said sitework started about two years ago, and the extension of Albert St. and the completed single - family homes on it were a separate, earlier project, though also done by Eastland. The current project'spermanent stormwater basin is on the other side of the closest house, and that basin was completed as part of the current project. Mr. Hoyt said a Stormwater Pollution Prevention Plan is forthcoming. He could not explain why it was not completed before work began on the site. Mr. Hoyt said operator 2 ED_019088A_00004819-00002 site inspections are documented on email; Mr. Spejewski asked Mr. Hoyt to send the most recent two months of inspection reports to him, and Mr. Hoyt said he would. [Mr. Spejewski received operator site inspection reports via email on the day of the inspection] Mr. Hoyt said he would be the appropriate contact for EPA about the site. B. Facility Tour Mr. Spejewski left with Mr. Miranda to tour the site, in Mr. Miranda's truck. The site has been cleared and is being graded, with blasting still continuing. Mr. Miranda said that some stormwater drainage had been installed, but was still closed off and not taking water. A catchbasin is in the gravel drive on site, with the opening slightly above grade and a metal plate covering it. The permanent stormwater basin drains to the southwest of the main site, past an existing single - family house. The basin walls had very well established grass. A second outer bay was to the south, with discharge to the east. There was no sediment observed in the basin or at the outfall - - Mr. Miranda confirmed it was not receiving much discharge at this point. A gravel driveway led from the paved Albert St. Extension into the site. A team was excavating the end of the driveway at Albert St. Mr. Miranda said they were installing utilities, and that as soon as that work was done they would re - install a gravel site entrance. The portion of Albert St. immediately south of the site had silt sacks covering the catchbasin; there was not much sediment visible on the street. There was a moderate amount of sediment at the intersection of Albert St. and Blaker St. Mr. Miranda said he thought it was from another source than the main site. The southern edge of the site slopes steeply down to Albert St. The slope was mostly stabilized with grass and brush, with a few bare patches. Silt fencing is in place along the slope and appeared to be containing sediment. Most of the center of the site appeared fairly sandy, with only a few signs of concentrated flow, and many small areas of sediment deposition indicating significant infiltration. Along the southern part of the east edge, the terrain slopes down to the south and also slightly to the east, off the site. Silt fence was in place along the edge of the site. A small drainage led south, inside of the silt fence, without significant erosion or scouring. In the center of the east edge, the terrain to the east was slightly higher in elevation than the site, and above or at the same level as it sloped down to the northeast corner. A large stockpile was present a little before the northeast corner. It had significant weed growth over most of the pile. 3 ED_019088A_00004819-00003 In the very northeast corner, a small drainage led off the site into a fairly flat grassy area, with no signs of sediment moving beyond the grass. The north edge of the site slopes down moderately to the north, ending in a much steeper 10-15 foot high slope, mostly made of large boulders arranged to from a loose wall. At the foot of this slope was an area of woods with some standing water. A new berm was in place along the top of the slope. Silt fence was in place along the foot of the slope, but it had failed in one spot. There was significant sediment deposited in the woods at the foot of the slope. To the northwest, a large stockpile forms the northwest corner of the site. Southeast of the stockpile was a basin with standing water. The basin did not appear to have an outlet. Silt fence was in place along the outside of the stockpile with no signs of sediment escaping. The stockpile did not appear to have any stabilization; there were minor erosion channels forming. A little south of the stockpile, a narrow gravel haul road led through the woods to the west. There was silt fence at places along the road, with no sediment escaping. The haul road led to a cleared area with several stockpiles. Mr. Miranda said he understood that this western stockpile area was owned and managed by the quarry west of the site. Mr. Miranda said the quarry was also owned by Eastland, but managed separately. The stockpile area was fairly flat, slightly sloping down to the north. A small stockpile was in place south of the road, with a large, unstabilized stockpile of earth along the north edge. Silt fence was in place along the south edge of the stockpile. Back at the main site, the terrain west of the site is partly below and partly above the site in terms of elevation. At one point, the site sloped down to the site's perimeter, with the slope mostly unstabilized except scattered grass. Silt fence was in place, but sediment was accumulating close to half - way up the fence in places. C. Closing Conference Mr. Spejewski and Mr. Miranda returned to the office trailer. Mr. Spejewski thanked Mr. Miranda for his time and left the site at about 10:00 AM.
