Summary As a result of an earlier phone conversation, Mr. Bell had already advised Mr. Blankenship EPA Region III to withdraw his statement to the Commonwealth of Virginia recommending they ban use of vinyl coatings. Mr. Blankenship countered with questions about the performance of vinyls. Claimed that coatings lifted and particles broke off contaminating the water. Discussed necessity of proper applications of any coating and Ambridge, PA 25 year test history. Action Visit EPA Region III 4/17 if possible and review vinyl performance record. Visit with Reesi-EPA Cincinnati test data requirements Use R. N. Wheeler computer model data. Follow New York State Department of Health extraction tests. Tests not underway until June. Follow EPA Region II New York. Their opinion carries considerable weight because of their working with New York State Contact Region I - Boston for their view of coatings selection. Van Eyeken Subject: Proposed revision TT-P-001952 Paint, Airfield Marking Gentlemen: We have reviewed the proposed revision of TT-P-001952A and have the following conxoents: The statement on Page 2 of TT-P-001952A "The paint shall be free from material which would be toxic to personnel under normal conditions of use" should be retained. We appreciate the desire to write performance specifications which allow the paint formulator room for innovation but question elimination of the vehicle description entirely. A statement similar to that one suggested for the proposed Amendment 2 to TT-P-19C, Paint, Acrylic Bnulsion, Exterior could be used. "An acrylic copolymer is defined as a polymer in which the predominant portion is of acrylic derivation. Para. 3.2.7 Change in consistency should be + 5 K.V. Decrease in scrub resistance should read "no more than 20Z decrease". Our laboratories report that scrub tests are only accurate to + 20Z. Table II We note that non-volatile organic material requirement was eliminated in this version. It might be well to retain this to make sure the paint contains sufficient resin. Of course, the scrub resistance requirement could cover this point. Scrub resistance, in this case, could be increased to 500 cycles minimum. The water resistance test using a glass plate as substitute has always been controversial. Even though our test paints passed Mr. M. 0. Robinson of our Alsip, Illinois laboratory ucc 029987 believes the test to be unrealistic and could be a major cause of rejection of otherwise acceptable paint. Also in Table II there is a "typo" 0.92 reflectance should be 92Z. Para. 5.3 Special Marking Line 6 insert "oil & grease" after "dirt".
