GENERAL COMMENTS ON DRAFT FORM "Reporting Industrial and Commercial Use of Asbestos Fiber

2. Page 1, General Instructions:
The instructions say that all circled items should be answered. This causes the following ambiguity for a miner and miller who produces only bulk asbestos.
a. There is no problem through Part B, page 10.
b. Item 11, page 11 is circled so according to the instructions it should be completed. Bulk asbestos is listed as an asbestos material on page 11. The forms supplied, however, all relate to asbestos material for primary and secondary processors, importa tion, and importation of articles containing asbestos components.
c. It has been assumed that these sections do not apply to mining and milling operations which have already been reported under Part B. This should be made clear in the instructions.
3. Page 24, Items a-g:
Items a, b, c, and d in the directions are reasonably straightforward and understandable. Items e, f, and g are overlapping and unintelligible. Incomplete interpretations of OSHA and MSHA requirements are provided for guidance. The regulations cited for guidance are inconsistent with those listed on the answer form.
a. For Item e, the answer form on page 25 asks for the number of persons affected by the OSHA Standard 29CFR 1910. The directions (page 24), however, asks for those who work in areas covered by the OSHA and also the MSHA standards. The only indication of MSHA requirements occurs later in the directions for (g).
b. The confusion is compounded by the directions for Item f which asks for the number of employees affected by OSHA required environmental monitoring where exposures may exceed the OSHA standard.
If the exposures by environmental monitoring may exceed the OSHA standard the emoloyees are subject to personal monitoring and would be working (in a workplace) where exposures require periodic moni toring. How is this different from the requirement under (e)? It may be that EPA is trying to distinguish between persons in areas subject to regular personal monitoring and those who are at generally low exposures but this is not what the question does.

c. Item (g) further compounds the chaos by asking for the number of workers who either work in or pass through areas that are period ically monitored because they exceed the OSHA limits as measured by environmental monitoring. MESHA requirements are cited as the criteria, however, and are referenced in the answers form on page 25.
The basic problem here appears to be that the drafters of the questionnaire did not understand how compliance monitoring occurs in the real world. They seem to be trying to obtain information about the numbers of workers exposed at different levels based on regulatory requirements that do not define the appropriate levels.
For most companies, monitoring to meet OSHA requirements makes use of the following sampling strategy.
a. It is not required to monitor al1 employees.
b. Representative employees are selected:
1. Emphasis is placed on monitoring employees who are expected to be subject to the highest exposures.
2. Spot checks are made for employees that are likely to be at substantially lower exposures.
c. An occasional environmental sample may be taken to avoid an improper monitoring citation.
d. The results are reported as 8 hour T.W.A. exposures for the workers sampled.
Environmental samples can have an important role in the selection and moni toring the performance of engineering controls. They are of little practical use, however, in the demonstration of any particular worker's 8-hour exposure. Since the standards are written in terms of direct worker exposure, environ mental sampling is not very useful here and such samples are seldom taken.
The following suggestions are provided to make this section understandable:
a. Define clearly what kind of person vs. exposure information is being sought. (Exposure level and duration of exposure per year?)
b. If definitions are made via regulatory requirements be sure that they are consistent with Item 1. Quote the specific requirements for reference and handle OSHA and MSHA requirements separately.
c. Remember that extensive monitoring data are requested under question 16. Do the kind of listings required here add any really useful information?

which presents no advantages and has obvious disadvantages. The specific directions for calculation are also a misleading and gross oversimplifica tion of a very complex problem.
The relative complexity and slowness of the membrane filter method, the very large number of workers involved, and the limited number of qualified laboratories and trained personnel make any industry-wide, reliable measure ment of annual worker exposure totally beyond reason. It is difficult enough to determine whether exposure is above or below a given standard on a particular day. A log-normal variability can also be expected for inter day variability.
Compliance monitoring is aimed at determining a particular worker's 8-hour T.W.A. exposures. The NI OSH procedure requires that sample collection time be adjusted to control fiber density on the filter. Sample changes may or may not coincide with the worker's movement from one location to the next on any particular day. Suppose also that there are several assignments instead of the two shown in the example so more segments need to be evalu ated. The key point here is that samples are collected principly to deter mine a worker's 8-hour T.W.A. exposure not his component exposure at a series of tasks. The results are norma 1ly reported as the T.W.A. for the day.
The reporting method suggested by the EPA requires that all of the data must be reviewed and recorded in terms of components of the day rather than be used in its usual form. If the proposed format provided any useful new insights, there might be some justification for this very large additional effort. As a matter of fact, it has two important disadvantages:
a. The lumping by person hours per year makes it impossible to tell how many individual persons were subject to any particular level of exposure. This kind of information is very important in the evaluation of the impact of various regulatory levels.
b. The results are in a form which are not appropriate for use in the evaluation of dose-response via epidemiology.
It should also be noted that the linear non-threshold model is assumed, overall dose commitments, if needed, can be calculated directly from data presented in the form of individual worker T.W.Ai distributions combined with the hours per year worked at the given T.W.A.'s.
The calculation method to convert from an 8-hour set of samples to annual exposure is a gross oversimplification. The OSHA standard requires at least two samples per year in areas where exposures may reasonably be expected to exceed the allowable T.W.A. How is the second sample (or other relevant additional samples) to be used in the calculation? What about several workers who are sampled to represent the exposure to a group of workers? How should the widely varying results be averaged? What about the log-normal character istics of the interday variability?
It is suggested that the reporting system should be modified as follows:
a. The basic reporting unit of exposure is the 8-hour T.W.A. for the worker or workers as measured.

b. Where more than one T.W.A. is relevant to a particular work area or group of workers report the range, mean, and the geometric mean. The geometric mean is used for all interday averaging.
c. For each level of exposure reported show the numbers of workers exposed and the corresponding total 8-hour days or total hours worked that is representative of each group.

The listing of ceiling exposures presents a special problem. An estimate of cumulative annual exposure from several da-ily 8-hour averages is of very
questionable reliability. To attempt to estimate person-hours per year at a varying ceiling concentration is totally meaningless. All that should be done with ceiling samples is to report range, mean number of samples, and geometric standard deviation.

Testing of the reporting fora is being conducted by the
Institute for Survey Research (ISR), Temple University, with 'Dr. Hoyt Waltridge, Study Director.
The form should be completed and returned by March 28 to the Asbestos Information Association (keep a copy for your files).
Enter either real or mock data, but keep the experience realistic. (Confidentiality will be protected by ISR and no data will be available to EPA.) '
ISR will debrief participants over the telephone or in
person between April 7-18. The debriefing is to discuss comments on the form.

ATTACHMENT TO ITEM L The normal operating schedule is that the pollution control equipment runs whenever the portion of the mill it serves is running. We do not knowingly violate governmental regulations so normal and actual schedules are very close. An attempt to estimate the hours the various parts of the plant operated for the past five years would require extensive searching of operating records which are not complete. It would serve no purpose since the pounds collected are not measured (see note 2). The material collected is recycled. No systematic measurements of quantity are made so no information is available. Collection efficiencies are not known. The Air Quality Regulations require "no visible emissions". The- equipment is monitored visually virtually continuously for compliance with this standard. There is no information available to make this estimate.
