The committee approved the minutes with the following changes: on p. 1, Celanese Corporation should follow George Rodenhausen*s name and Xrv Rosenthal of Rohm and Haas should be added to members present; on p. 3, item 11, EPA's should read EPA. The committee also discussed item 11, Nonisolated Intermediates Testing Under TSCA, and reaffirmed the position opposing EPA on testing nonisolated intermediates under Section 4 of TSCA, If testing of nonisolated intermediates occurs, testing cost allocation among companies will be determined on a case-by-case basis by individual CMA Special program Panels. 3. Advocacy Model Members of the committee discussed the latest advocacy model draft and agreed to provide L. Ramonas comments by April 2. S, Gaines will suggest a new title for the paper to L. Ramonas. The committee will be asked to approve the paper at its April meeting. 4. Hazard Assessment Task Group's Mission Plan The committee reviewed the task group's mission statement, issues and activities and made several suggested changes in the activities section. M. Sauerhoff will discuss the committee's comments with the task group and report back to the committee. Members of the committee approved the mission statement with the following addition: III. Manage resources between CMA and the American Industrial Health Council (AIHC) to enhance the effectiveness of advocacy and technical programs. 5. Export Notification and Import Certification Committee members considered the draft letter to EPA recommending changes in EPA's regulations under TSCA Sections 4 and 12(b). After modifying the first full paragraph on p. 6, the committee agreed to send EPA the letter as drafted. The Notification and Reporting Task Group will assess the trade implications of the existing regulations and proposed modifications, and the applicability of the Section 12(b) policy to other sections of TSCA. 6. EEC Seveso Directive/OSHA*s National Emphasis Program The committee approved the paper comparing the EEC Seveso Directive with OSHA's National Emphasis Program and agreed to provide it to the Interna tional Affairs Group. The committee requested the Safety Programs Task Group to apply public concern about chemical plant safety and sentiment for process licensing to the advocacy model and to report back to the committee with its analysis. 7. Proposed OSHA Standard for Handling and Storage of Hazardous Materials Members discussed the standard that OSHA is drafting on process safety, emergency response, and plant design and operation, and the planned OSHA visits to company facilities in the Houston area. Olson about sponsoring an OSHA tour through one of their Houston area facilities. 8. IARC Work Group Meeting The committee approved $6,000 in outside services fund to prepare comments on 1ARC procedures and the monograph preamble. 9. CMA Air Toxics Control Policy Implementation Committee members approved the workplan to implement the acute/accidental releases position of CMA's Air Toxics Control Policy. The committee asked the Safety Programs Task Group to consider conducting seminars in early fall 1986 on the components of the acute/accidental releases portion of the Air Toxics Control Policy and implementation options. 10. Florida chemical Industry Conference Request for Funds Members of the committee agreed to waive the rules of procedure to consider a request from the Florida CIC to develop a brochure on CAER activities. The committee approved $3,000 in outside services funds for the project. 11. Formaldehyde Institute Request for Assistance The committee waived its rules of procedure again to review a request by the Formaldehyde Institute for assistance in an economic assessment of OSHA's proposed formaldehyde standard. The members agreed that CMA should work with the Institute's contractor, Heiden Associates, Inc., to facili tate access to CMA member companies. 12. House Subcommittee on Investigations and Oversight Report on Neurotoxins The memo and discussion points on the neurotoxins report were reviewed by the committee, and members agreed to provide N. Doerrer comments on them by April 2. The Hazard Assessment Task Group will consider them at its next meeting and will prepare comments for the House Subcommittee. 13. Site Emergency Response Planning Document Members of the committee will review the document and provide K. Olson comments by April 4. The steering Task Group will review any comments in order to expedite publication and distribution of the document to CMA mem bers . 14. Committee Informational Meeting Committee members agreed to provide K. Olson suggested topics for the meeting by April 1, which the Steering Task Group will review at its April meeting. R. Information Management Task Group Request for Members The task group is asking for additional members to support the task group's activities. Committee members will consider the request for their com panies, and the steering Task Group will assess seeking a representative from the EMC organization for the IMTG. 16. Proposed PEA Recordkeeping and Reporting Bill The committee reviewed the Drug Enforcement Agency's proposed bill, the "Chemical Diversion and Trafficking Act of 1986." The Notification and Reporting Task Group will review the DEA's request for CMA support, and make a recommendation to the committee. R. Schumacher will discuss the bill with CMA staff for the Distribution Committee. 17. NIOSH Seminar on Reproductive Hazards in the Workplace Committee members were asked to contact N. Doerrer by March 21 with nomi nees of CMA members representatives to represent CMA in a mid-June NIOSH seminar. 18. Labeling of Chronic Hazards Members of the Labeling Task Group requested the Hazard Assessment Task Group to assist them in identifying examples of chemicals fitting each of the 7 carcinogen classifications being considered in the revision of the ANSI standard. 19.
