Identity: A mixture containing perfluorooctanesulfonate, which may also be referred to as PFOS, FC-95, or as a component of FC-203. (1Octanesulfonic acid) (CAS # 2795-39-3).
Remarks: The 3M production lot number was not noted. The test sample is FC-203. Current information indicates it is a mixture of 1.34% PFOS, 35% diethylene glycol butyl ether, 37.85% water, 20% ethylene glycol, 2.66 % Sultone foamer, 3% sodium octyl sulfate, 0.1% sodium lauryl sulfate, and 0.05% tolyltriazole.
The following summary applies to a mixture wjth incompletely characterized concentrations of impurities. Data may not accurately reflect toxicity of the fluorochemical component of the test sample.

Test Conditions:
Algal Nutrient Medium: Natural seawater (34 ppt salinity) from an unpolluted site in Byfjord, Norway, enriched with nutrients according to ISO 10253 and recommendations from the Paris Commission. This nutrient medium provided all mineral nutrients essential for algal growth and also served as the diluent for all algal operations. The pH of this synthetic algal medium was 8.3.
Stock and test solution preparation: A 500.8 mg/L primary stock solution was prepared by diluting 0.5008 grams of test sample in 1 liter of growth medium. Aliquots were then added directly to growth medium in test vessels to create test solutions.

FC-203 exhibits a 72-hour ErC5o growth rate value of 62 mg/L with a 95% confidence interval of 48 -83 mg/L.
The 72-hour No Observed Effect Concentration (NOEC) is 32 mg/L for growth rate.
Validity criteria fulfilled; control cell density increased by a factor of more than 16 and the reference substance was within normal range.

PREFACE:
Ecotoxicological tests wereperformed on "FC-203 Light WaterBrandAFFF"in agreement with Novatech. The sample is a concentrate that normally will be used in a 3% solution. Tests were conducted in accordance with the "Harmonised Offshore Chemical Notification Format" (OSPARCOM1995 / SFT1998). The project way carried out at RF - Rogaland Researchfor 3M Norge. All the tests were performed by RF - Miljelab. Study director was Senior Engineer Inger Lisa Andersen. The test results are presented in separate sections. The results relate to theproduct as supplied by Novatech.

Algal growth was measured by fluorescence. pH measurements were performed as indicated on data sheet.

ErCso: The inhibitory effect on the growth of Skeletonema costatum is expressed as the concentration of a product giving 50% reduction of growth rate (ErCso). This effect concentration and the 95% confidence limit were calculated by the use of the computer programme TOXEDO developed by VKI (Denmark), assuming a logarithmic normal distribution of data. The programme also calculate concen trations inhibiting growth rate 10% and 90% (ErCio and ErC9o).
