Young Subject: Plant Visit By WVAPCC Staff Members Mr. Steve Walker of the WVAPCC requested by phone to meet with the author to discuss: (1) The section of our last quarterly report received by their office dealing with projects designed to reduce vinyl chloride emissions, and (2) The plant waiver of compliance and schedule related to the EPA Vinyl Chloride Standard. Mr. Walker was accompanied by co-worker Mr. Dennis Myers when the author met him at 9:00 a.m., July 28, 1977. at Building 82-1. After obtaining visitors passes, they were escorted to Building A06. It was learned during initial informal discussion that it was suspected that some correspondence which we had transmitted to their office had been "misplaced". (The implications being that Mr. Beard was prone to losing things among the mountain of paper on his desk1.) Hence, the purpose of their visit appeared to be: (1) To determine if their files were complete so far as documents/ correspondence were concerned. (2) To confirm their belief that a computer printout received by them from the EPA had erroneous first increment of progress dates for our compliance schedule - rather than changes being made without their being informed, and (3) The visitors are relatively new staff members assigned to deal ing with the National Emission Standards for Hazardous Air Pollutants and affected industrial plants - they simply wanted to get acquainted with us and our facilities. It was also pointed out that Mr. Myers will be directly responsible for all Plant 51^ VC 1 activities/projects and requested he replace Richard Beane (no longer a WVAPCC employee) on our correspondence distribution list. Since neither the WVAPCC or UCC had received word from the EPA about changes made to our compliance schedule, we assumed that dates appearing on the EPA computer printout, as described above, were incorrect. Appropriate corrections were made per dates on the original compliance schedule as received by us from the EPA and which is maintained in our file. UCC 101722 Mr. J. L. Worstell August 2, 1977 Page #2 The progress status of emissions control projects contained in both the quarterly report and the EPA compliance schedule was reviewed. Mr. Walker brought with him their complete Plant 514 - VC 1 file and after comparing it (EPA/WVAPCC correspondence/communication) with our files, it was discovered that the following items were missing: (1) Letter, W. C. Young to Richard A. Beane, WVAPCC, March 30, 1977. Subject: Answer to inquiries about number and operational mode of SVR reactors; location of relief valves in vinyl chloride service; location of continuous monitor sampling points; HC1 emissions resulting from VCM incineration. (2) Letter, Alvin R. Morris, Acting Regional EPA Administrator to J. L. Worstell, July 19, 1977* Subject: Approval/conditions of equivalency request related to safety relief valves in vinyl chloride service. Copies of the above correspondence were provided for Mr. Myers. At this point, they seemed satisfied with their accomplishments and accepted an invitation to conduct a walk-through tour of the SVR Unit and Bulk Handling Terminal at North Charleston. (Clearance/notification was first made at both locations by telephone.) After signing in for entrance to a regulated area, the tour was limited to brief inspection of the sequential monitor/data acquisit system at Bldg. 152-1, B-autoclave Bldg. 153-1 and VCM storage tank area. The visitors seemed appreciative for the tour, but since it was near lunch time, declined the invitation to tour the North Charleston facilities.
