Facility Information: 22 employees five days/week, (Monday through Friday) 8-hour shifts beginning at 7:30 a.m. Inspection Description: Al Garcia from the U.S. Environmental Protection Agency (EPA) and Maureen Mulcahy, Jon Bridges and Emma Hebert from SPR conducted a significant industrial user (SIU) inspection of the McSwain Metal Fabrication and Powder Coating facility (facility) located at 2800 South Vallejo Street, Englewood, CO 80110. The SIU inspection was conducted as part of the EPA Pretreatment Audit of the SPR's Publicly Owned Treatment Works (POTW) and EPA-approved Pretreatment Program. The inspection of the facility provides current conditions of the facility's unit operations and consisted of an evaluation of the waste streams generated from the unit operations, management of these waste streams, including potential for spills and slug discharges. The facility maintains a zero-discharge management status to the sewer collection system leading to the SPR's POTW. Upon arriving at the facility on June 25, 2025, at approximately 1400, Al Garcia of the EPA presented credentials to the facility representatives and explained the purpose of the inspection. During the opening interview, the Page 1 of 4 facility representatives provided an overview of the operations and processes at the facility, waste streams generated, and the management/discharge of these waste streams. The opening interview was followed by a facility tour to visually inspect the unit operations. The EPA conducted a closing conference to discuss potential findings and recommendations identified during the inspection. Process Description: The facility, located at 2800 South Vallejo fabricates and manufactures architectural iron and steel projects for residential and commercial sectors, such as interior/exterior railings, gates, doors and stairs. The facility prepares these products for powder coating by applying a phosphate coating to clean and degrease the part. The facility has 22 employees and operates on day shift from Monday through Friday. The Google Maps view of the facility is shown in Figure 1. Figure 1 - McSwain Metal Fabrication and Powder Coating - Google Maps View Chemical and Raw Materials Storage - Metal Fabrication/Powder Coating - The facility custom fabricates, welds and powder coats architectural iron and steel pieces, per customer specifications. The iron and steel raw material are cut to size using chop saws, lathes and a plasma cutter. After cutting to size, the parts are grinded and fabricated into shapes ready for welding. The facility has three welding stations to weld pieces together to form the architectural product. The fabricated piece(s) are sent to the paint preparation area where they are hung onto racks and sprayed with a phosphate solution to clean and degrease the piece. The phosphate chemicals are stored in secondary containment located west of the phosphate spray wall. The chemical is mixed with water in a pressure washer to form the phosphate solution used to spray onto the piece. According to Mr. McSwain, the facility uses the phosphate spray about 1 hour each production day. Wastewater Management - Page 2 of 4 The facility maintains a zero-discharge status for its regulated wastewater by containing wastewater generated by the phosphate spray process within the spray area. The sloped floor of this area directs the wastewater into a drain opening near the east wall. The drain is connected by PVC piping through the east wall and about 30 feet to a holding tank in a containment berm and located near the phosphate chemical storage. According to Mr. McSwain, the wastewater collected in the holding tank is hauled off-site by Safety Kleen. EPA Classification of the Industrial User Based on observations and information received during the inspection, the facility is categorized as an industrial user that generates wastewater defined as regulated process wastewater in the Metal Finishing applicability found in 40 C.F.R. 433.10(a). The facility maintains its non-discharging status by collecting this wastewater and hauling them offsite. The industrial user is subject to the standards and conditions found in Title 12, Chapter 2, Division 5 of the Englewood Pretreatment Ordinance.
