Suite 1000 Washington, D.C. 20036 Dear Mr. Bercovici: This is in response to your letter of April 5, 1977, concerning your change in the labeling program implemented to comply with Section 1910.1017* (1) (5) of the regulations of the Occupational Safety and Health Administration (OSHA) as that program concerns vinyl chloride being transported in tank cars. The change as outlined in your letter would satisfy the requirements of the OSHA Standard 1910.1017 (1)(5) for the labeling of vinyl chloride being transported. We have received your diagram indicating the proposed placement locations for the OSHA required label and we will distribute copies of the diagram along with your letter to all our Regional Offices.
