Worstell yv< Subject Vinyl Chloride Freedom of Information Act Requests Attached to this letter are copies of all requests made under the Freedom of Information Act concerning our vinyl chloride operations at South Charleston. Also attached are reports of two telephone calls from the EPA and a copy of a letter sent to EPA requesting the list of inquirers. Two immediate observations: 1) The EPA seems to be taking a very literal interpretation of Freedom of Information Act requests (see 11/6/79 telephone call). This may be advantageous to industry, since this would preclude a "fishing" request. 2) Some of the letters of request are not at all specific (see EDF letter). Once a report has been cleared by us, EPA will no longer notify us when they receive a request for its issue.
