Nitro PERSONAL AND CONFIDENTIAL Dear Paul: You asked me to give you my impression of the change in the Nitro Plant Judging by ay previous visits. I think, on the whole, the dust situation is considerably better than at any time I have seen it previously. Of course one or two of the areas that Jack coasaented upon were not running at the time I was there. For example, the dry d imming of Santomerse was not being carried out. In Build ing 45, the Santocure Department was not running. On the whole, however, things were considerably better. I was especially pleased In Building 3 Obviously, without chang ing the centrifuges it would be hard to get further improve ment but I hope your plan for a new manufacturing unit la approved The one point we both talked about was the general disregard of the workers and sene of the supervision for general eleanllnese. This certainly is in evidence outalde the locker rooms and In the lunch room. Papers, trash, cigarette butts, food wrappings, etc., seemed to be discarded with no thought to pride In surroundings. I know this reflects their general upbringing but there must be some, way to elevate their standards. This is not a medical recomaendatlon, but I think there would be a carry-over Into department cleanliness and housekeeping whleh would have medical implications. I certainly don't want to pose as an expert or to infer that you don't recognize and appreciate the problem. Let's hope, however, somebody might come up with an answer. REKiPH R. E m e t Kelly, M.
