The following information was obtained verbally from Buckeye Personnel unless otherwise noted.
Company Ownership: Ownership has not changed in the past five years, but the company changed from a privately owned company to a publicly traded company in 2019.
Process Description: Buckeye East Chicago's facility is broken up into two portions, east and west, separated by a canal. The west portion operates several storage tanks containing gasoline, distillate, blend stocks, and propylene. Petroleum tanks are either domed external floating roofs (EFR) tanks or internal floating roof (IFR) tanks. Material in the west portion is transported into and out of the terminal via pipeline. The east portion operates several storage tanks containing gasoline, distillate, jet fuel, blend stocks, and butane. Petroleum liquids are stored in either EFR storage tanks, domed EFR storage tanks, or IFR storage tanks. The east portion also operates a 4-bay truck loading rack that distributes petroleum liquids; the truck loading rack vents to a vapor recovery unit (VRU) and has a vapor combustion unit (VCU) as back up emissions control. A 12-rail car loading rack is used exclusively for propylene. There is a portable VCU that may be used on the 12-railcar loading rack, but it is not currently used.
Staff Interview: Stack tests and regular maintenance are conducted on the portable VCU to meet permit requirements. In lieu of using the portable VCU to control emissions from the 12railcar loading rack, gases are compressed in the railcar.

Data Collected and Observations: A Forward Looking Infrared (FLIR) camera was utilized during the inspection to perform optical gas imaging (OGI) throughout the facility. Emissions were visualized exiting a vent on Tank 137, that contains diesel. Buckeye personnel stated that diesel was actively loading into Tank 137 while OGI was being conducted. Emissions were imaged coming out of a vent on Tank 209. Tank 209 is an IFR storage tank and stores gasoline. OGI of Tank 202 demonstrated that emissions were escaping from the seal on the EFR. OGI of Tank 801 showed emissions escaping from several locations around the seal of the EFR. OGI of Tank 806 indicated that emissions were escaping between the EFR seal and the guiderail.
