United States Gypsum Company United States Gypsum Company Legal Counsel Gypsum Association Gypsum Association The minutes' of the September 19, 1973 Safety Committee meeting were approved as recorded. 1 - INDUSTRIAL SAFETY MANUAL The secretary reported that 3**2 manuals had been sold since the last meeting with a current inventory of 200. He noted that plans are being formulated to reprint the manual in loose leaf form. It was the consensus that all committee representatives review the current publication for any revisions or additions and forward their comments to the secretary prior to May 1, 197**. after which time the revision will be published. Messrs. Cornell, Rogers and Brenner will work on the revised publication. Special attention wi 11 be given to the inclusion o f : an expanded lift truck section, asbestos exposure control and noise and hearing conservation programs in the revi si on. Thi s subject was carried on the agenda. 2 - SAFETY BULLETIN AND FLEET SAFETY NEWSLETTER The secretary noted a lack of member company and committee articles for the bulletin including disabling injury reports. It was the consensus that each member would encourage their plants to forward articles and that the Association would be placed on each member!s mai1ing list to receive di sabli ng injury reports. The format for both the bulletin and newsletter would continue as presently structured. pep,ex. NOJIH - 3- The committee reviewed the proposed "Gypsum Association Safety Contest Report." On motion unanimously passed, the new report form covering both ANSI Z 16.1 and OSHA accident experience was approved with several amendments. Z 16.1 will still remain the basis for Association contest rating and the new report form will be completed by the plants on a semiannual basis. This sub ject was carried on the agenda. 5 - INDUSTRIAL FREQUENCY RATES On motion unanimously passed, this subject was combined with agenda Item # h for future agendas. 6 - INDUSTRIAL HYGIENE The committee reviewed the proposed "Asbestos Abatement Program Guidelines" draft. It was the consensus that all committee members review the draft and forward any comments they may have to the Association by April 1, 197^* after which date the draft will be published incorporating comments from the committee. Messrs.^ Cornell, Brenner and Rogers will finalize the publication for mail ing to the industry plant managers. Secretary Rogers indicated that he would personally solicit comments on the draft from Nat ional Gypsum, Flintkote and Grand Rapids Gypsum since they did not have representatives in attendance at the meeting. This subject was carried on the agenda. 7 " FEDERAL LEGISLATION The committee briefly reviewed the OSHA regulations covering noise. It was noted that a new standard is currently under development by NIOSH covering noise. Paul McCarthy, legal counsel, reviewed various criteria packages being considered by OSHA committees at present. It was the consensus that the committee should review the proposed criteria for possible industry comments. The secretary was requested to forward a current status development covering the criteria packages to the commi ttee for comment. Chairman Walton briefly reviewed the various legislative efforts aimed at transferring mi ne safety enforcement from MESA to OSHA. It was the consensus that the industry supported retention of the mine safety enforcement with MESA. The national workmens compensation proposed legi slation was reviewed by the committee. Following much discussion, it was the consensus that Chai rman Walton once again report on the im portance of this proposed legislation to the Board.
