Louisiana Air Control Association Louisiana State Office Building New Orleans, Louisiana 70160 td< mar 3 ,P?2 Dear Mr. Von Bodungen: A progress report on the air program at Baton Rouge North works is submitted as per our November 12, 1971 letter to you concerning plant inspection made by you and Mr. Ledet last year. As reported in our previous letter of November 12, 1971, twenty-fiv sampling stations are set up and a monthly sampling program For dustfall established. The ambient air profiles obtained over the last Tour months within the plant property indicate levels generally above the Louisiana Ambient Air Quality Standard (20 tons/square mile 30 days). We recognize from our profiles that there are problem areas, however, the ambient dustfall may be higher than normal partly because of our location in the industrial complex. A progress report on our action plan for 1972 regarding Item G-D of the Bnission Inventory Questionnaire is as follows: 1) Design and install dust collecting systems on soda ash loadings into trucks and rail cars. a. Dust loss to be determined by fallout measurements June l, 1972. b. Preliminary engineering study to determine best feasible means of reducing dust emissions to start July 1, 1972. c. Progress on this project will be reported as we develop solutions and timing for implementation. 2) Renovate and improve dust systems on lime kilns discharges and conveyors. a. Units operational; major revision completed late 1971. b. Dust loss to be determined by fallout measurement. c. Continue to maintain the present dust system to reduce fallout to a minimum. ASI-PR 0004197 Mr. Von Bodungen -2- March 1, 1972 3} Plans call for purchase and installation of three improved bag dust collector systems to replace the ones in Nos. 1, 3 and 4 elevator towers in Soda Ash section. a. Replace No. 1 tower dust collector in 1972. b. Scheduled to replace No. 3 in 1973 and No. 4 in 1974. 4) Four hag dust systems are to be replaced in the dense ash operating systems. a. Reolace rotary classifier dust collector in 1972. b. Replace Dense Ash house system dust collector in 1972. c. Scheduled to replace north system in 1973 and south system in 1974. 5) Design and install a scrubber for lead and organic fumes from cell construction furnaces at chlorine/caustic north. a. Lead profile was initiated January 1972. b. Air sampling for organic* scheduled March 1972. c. Data evaluation to determine extent of a scrubber system. d. Scrubber installation to be completed by December 31, 1972. 6) Chlorine gas cooling tower condensate now going to sewer at chlorine/caustic north. a. Part of a proposed process sewer replacement plan which Includes degasser to put excess chlorine back into system. b. Divisional and plant engineering studying proposed system eliminating chlorine to sewer. c. Progress on this project will be reuorted as we develop solutions and timing for implementation. 7) Provide vent condensers to reduce chlorinated hydrocarbons going to atmosphere. a. Baton Rouge North Works rescoping the overall chlorinated hydrocarbon balance due to changes in the salable market for organics. ASI-PR 0004198 Mr. Von Bodungen -3- March 1, 1972 b. Divisional and plant engineering studying the use of condensers and incineration for reduction of chlorinated organics. c. Progress on this project will be reported as we develop solutions and timing for implementation. We will make a Further progress report on our air control program in September, 1972 by which time we hope to have some corrective steps completed and other problem areas thoroughly defined.
