Harwin Motorsports Inspection Date 03/08/2023
Section I - INTRODUCTION
PURPOSE OF THE INSPECTION EPA HQ Air Enforcement Division, Vehicle and Engine Branch inspectors Victor Aguilar and Mario Jorquera arrived at the Harwin Motorsports dealership at 3:10 pm on March 08, 2023 for an unannounced inspection. We met with the owner, a Mr. Jing, at the front desk for the Opening Conference. We presented our credentials to Mr. Jing and informed him that this was an EPA inspection to review whether equipment available for sale at his dealership was certified by the EPA for sale in the U.S. The scope of the inspection was a compliance evaluation of several randomly selected pieces of equipment at the facility.
Mr. Jing agreed to allow EPA to conduct the requested inspections.
FACILITY DESCRIPTION Facility is a storefront retail outlet for motorsports equipment located in a strip mall. The layout comprised of display floor space for some 50 or so vehicles, including ATVs, UTVs, karts and nonroad motorcycles, a back room for repairs and parts storage and a retail sales counter in the front. Facility appeared to have 2 employees: The owner/manager and a mechanic. Facility operates 6 days a week, about 9 hours each day.
Section II - OBSERVATIONS
At 3:13pm, the EPA inspectors commenced inspections.
Inspectors Mario Jorquera and Victor Aguilar conducted inspections on the following units at the dealership
o LY40MT Luyuan Moto gas Pocket Bike o 140 FA GB Moto gas bike o Warrior 2000 Massimo Off Highway motorcycle o Rider Bull ATV
At 4:09 pm, inspectors Aguilar and Jorquera held a closing conference with Mr. Jing. EPA inspector Mario Jorquera informed him that everything appeared to be certified except for one of the ATVs, which did not appear to have any EPA labels. EPA identified the importer of the unlabeled ATV as Lil Pick Up (known to EPA inspectors from prior investigations).

Section III - AREAS OF CONCERN
The one ATV with no evidence of an EPA label may be uncertified for sale in the U.S. Otherwise, EPA inspectors found no noncompliance and so have no additional areas of concern.
Section IV - FOLLOW UP
EPA inspectors will check on certification status of Lil Pick Up ATV.
