VI. On-Going Programs A. Discharge to Groundwater A permit for discharge to groundwater was received on February 29, 1984 with an effective date of April 1, 1984. We have been negotiating with the New Jersey DEP on this permit and a number of items covered were not in accordance with the status of our negotiations. A formal response commenting of each questionable point was submitted along with a request to delay implementation of the permit until the conclusion of our negotiations.
The permit has been withdrawn and we are now awaiting a re sponse from the State on our comments. A new permit will be issued with a new public notice and comment period.
B. Discharge to POTW Negotiations are in progress regarding a permit for discharge to the POTW. We are currently awaiting word from the State on our comments.

C. EPA Laboratory Audit Samples were received and forwarded to our commercial laboratory. This is part of an annual audit of labora tories performing NPDES analyses.
D. RCRA Reclassification EPA obtained samples in February for our RCRA facilities. Results are not expected until May.

X. General Comments I attended a seminar on government relations sponsored by the National Petroleum Institute. The program emphasized the need for industry government cooperation and the value of industry input to the legisla tive process. Attended the monthly meeting of the Employers Legislative Committee of Hunterdon County. The program covered the conservation of surface waters in New Jersey, particularly the Delaware River basin, in addition to a legislative update. Participated in planning for a county environmental commission edu cation program sponsored by the South Branch Watershed Association. The program is scheduled for presentation in mid-April.
