As you can see, they have "concluded that there is inadequate evidence for the carcinogenicity of ... (the) copolymers in experimental animals; there is no data on carcinogenicity in humans." I am also sending this information to Doris Sweet at NI0SH. She will change the RTECS record. According to Doris, NIOSH is in the process of revising all of the IARC classifications in RTECS to use the exact words used by IARC. The online version of RTECS is much more up-to-date than the printed version. If possible, you might want to start using it online. As you note in your letter, these copolymers were not classified as to their carcinogenicity in Volume 19 of the IAKC Monographs. This is because the volume was prepared prior to the development of criteria for defining degrees of evidence of carcinogenicity in humans and experimental animals. However, a recent IARC Working Group has made overall evaluations of carcinogenicity to humans for all agents previously evaluated by the Monographs programme. Based on the data in Volume 19, it was concluded that there is inadequate evidence for the carcinogenicity of vinyl chloride-vinyl acetate copolymers in experimental animals; there are no data on carcinogenicity in humans.
