The meeting was called to order at 9:15 A, M, with the following in attendance:

ASTM SPECIFICATIONS
(a) Definitions (ASTM C-16 Subcommittee S-I) - The draft dated October 6, 1964, was discussed and the following changes were voted:
1, Par AS - Change to read - "Cellular glass thermal insulation
is composed of glass processed by fusion to form a homo geneous rigid mass of closed cells* "
2, Far A6 - Change to read - "Mineral fiber amoiste asbestos thermal insulation is composed principally of natural asbestos with or without heat resistant inorganic binders and fillers,
3, Par A7 - Change to read - "Mineral fiber rock, slag, or glass thermal insulation is composed principally of fibers manufactured from substances such as rock, slag# or glass with or without binders,"

4, Par B2 - Add the words "or semi-rigid" after "rigid",
5. ASTM C-16 Subcommittee S-I will be asked to define "rigid", "semi-rigid" and "flexible" thermal insulation,
(b) Combination of C 312 and C 521 (ASTM C-16 Subcommittee T-VHI The specification as described in the Molded Section-Minutes is to be presented for letter ballot of ASTM Committee C-16.
(c) Philosophy of Specifications - The Committee is of the opinion that the request contained in BRAB Report #45, Part B, Page 2, be proposed to ASTM Committee C-16 for their consideration. Further, Committee C-16 should concentrate their efforts toward strengthen ing their methods of tests to define the significance of the methods of tests.
"K" VALUES FOR ASHRAJS GUIDE
The Table dated December 15, 1964, will be revised and recirculated to the Committee for comment.
THERMAL CONDUCTIVITY ROUND ROBIN
It was reported that it would be at least six weeks before the results of the final test is received from Owens-Corning. A meeting will be held prior to the scheduled Fall meeting and a final report will be given at that time.
FEDERAL SPECIFICATIONS
Federal Specifications HH-I-523, HH-I-545, HH-I-526, HH-I-558, and HH-I-559 were discussed as to changes requested by their respective Subsections.
C. . Ernst was asked to prepare a common certification statement that could be used in all Federal Specifications.
OTHER BUSINESS
(a) It was reported that a number of specifications pertaining to thermal insulation had been assigned to Mare Island Navel Ahipyard, Vallejo, Calif., for revisions. (See attachment)
) (b) J. M. Barnhart was asked to obtain the procedure of how to order from the Federal Stock Catalog the next fcimw he is in Washington, D. C., and to circulate it to the Committee.
3 (c) The next scheduled meeting is to be held in New York, N. Y. ,
September 30 and October 1, 1965* ADJOURNMENT There being no further business, the meeting was adjourned*
