1. Facility Description/Background:
According to the business's Facebook page, Ozark Drift Parts is a performance car parts warehouse
in Kansas City, MO which specializes in drift cars from the 1980s, 1990s, and 2000s. The facility
does not report under any Clean Air Act ("CAA") subparts, so little is known about the facility's
operations. The
Environmental Protection Agency (EPA) conducted monitoring in the
area where the facility is located several months prior to this inspection and detected emissions of
volatile organic compounds (VOCs), so this inspection was conducted to follow up and learn more
about the facility's operations and potential sources of VOCs.

2. Facility Entry:
The representatives of the EPA, Joe Terriquez from EPA Region 7 and Elizabeth Hubbard from Eastern Research Group, Inc. ("ERG"), arrived at Ozark Drift Parts at 1012 Woodswether Road in Kansas City, MO ("the facility"), at approximately 2:17 pm. The EPA representatives were met upon arrival by Zach Schlichting, Owner. The EPA representatives credentials and provided an overview and scope of the inspection.
3. Technical Discussion/Facility Walkthrough:
The EPA representatives explained that they were at the facility to conduct a routine CAA inspection. They informed Mr. Schlichting that the reason they were there was due to VOC emissions detected in the area during a recent monitoring campaign and explained that they would
like to gain a better understanding of any potential sources of VOC emissions at the facility. The EPA representatives explained that they would be capturing digital images of the facility using a digital point and shoot camera, as well as a forward looking infrared ("FLIR") video camera, model GF320. Mr. Schlichting did not express any concerns with the EPA representatives capturing images. The list of digital images taken during the inspection are included in Appendix A.
The EPA representatives observed that the facility's operations all appear to take place in a single large room. The wall at the east end of the room has a large roll-down garage door which was open to the neighboring business to the east during the inspection. A chain link fence cuts through the center of the room to separate Ozark Drift Parts from the neighboring business to the west.
The EPA representatives asked Mr. Schlichting to describe the facility's operations. Mr. Schlichting told the EPA representatives that he collects cars and strips them for parts, which are then sold and shipped to customers.
The EPA representatives asked Mr. Schlichting whether any painting takes place at the facility. He informed them that Ozark Drift Parts does not perform any painting operations but said that the neighboring facility to the west (separated by a fence) had one car that was undergoing a touchup airbrush paint job.
Mr. Terriquez used the FLIR camera to look around the facility and did not observe any indications of VOC emissions.
The EPA representatives thanked Mr. Schlichting for his time and cooperation during the inspection. They informed Mr. Schlichting that EPA would provide the facility with an inspection report in approximately 60 days.
