Enclosed are:
1. A copy of a letter from ATS explaining that the laboratory has encountered a quality control problem and will have to restart the test. ATS believes the difficulties are attributable to a trapping problem, but cannot restart the test until the problem has been solved. This will necessitate our requesting an extension of the due date for the filing of the final report with EPA.
2. A copy of a request we recently filed with EPA for an extension of the time to file the hydrolysis test study plan and a copy of the study plan and cover letter filed with EPA on the same day.
You will recall that in a memo to you dated November 14, we reported that the hydrolysis testing had been scheduled and would begin in November. That was our understanding at the time, and we are very disappointed that the testing did not start until January 3 and now will have to be restarted.
We are preparing a request for an extension, as indicated in (1) above, and have tried twice to call EPA to report our need for an extension. We are waiting for a call back as we write this memo, and will report to you as soon as we have had a chance to discuss this matter with EPA.
