Womack, K-4 Investment Reovery has sent the specifications to the contractors on the Dismantlement and Removal of the Distribution, Energy Systems, Oxygen and other Miscellaneous Facilities located at the Union Carbide Brownsville, Texas Plant. The contractors were scheduled to inspect the site on November 8th. There are a couple of issues that still need to be defined before the Contractor makes his inspection of the facility: 1. Transite Buildings 2. Asbestos/Non-Asbestos Insulation On the first issue, Mr. Dick Berry, Operations Mgr, and Mr. Sid Beckwith, Environmental Mgr. from the Brownsville Navigation District (BND) met with me yesterday and toured the entire facility, this was in response to a proposal I had submitted to the BND on the items UCC was proposing to leave on the premises and also those items UCC was removing.s Per Mr. Beckwith and Mr. Berry, the BND is proposing UCC leave some of the transite buildings in place with the transite. They will have their lawyers communicate with our lawyers and indemnify UCC of any liabilities, claims, losses, damages, etc. r Page 2 Listed below are the Transite Buildings that the BND is requesting remain on site "AS IS": BLDG . DESCRIPTION 164 163 162 161 Sub Sub Sub 424 428 127 123 4 12 14 & 424A Old Machine Shop Rigging Loft Storage Building Storage Building Electrical Substation Electrical Substation Electrical Substation Machine Shop/Old Welding Shop Warehouse Storage Building - Distribution Weigh Tank Building Listed below is a transite building that the BND is requesting UCC remove the transite and leave the steel structure: 364 Oxygen Control Room A decision needs to be made on the above request from the BND, can we leave the transite in place if the BND is willing to assume all the liabilities. On the second issue, (the asbestos/non-asbestos insulation), approximately 150 samples were taken from all the pipe located throughout the plant,and the ceiling and floor tiles in all the buildings. Based on the results, a determination would be made by Mr. Jack Dermit on the method of removal. The results will not be completed until Nov 7th no later than Nov 8th. Until we resolve the above two issues, I recommend we delay the Site inspection by the Dismantlement Contractors. I spoke to Joe Smith today and he has agreed to delay until further notice. One more item, separate from the above, the BND is requesting UCC demolish 3 Brick Buildings. We had proposed leaving all brick buildings. Listed below are the 3 brick buildings to be demolished: BLDG. NO. DESCRIPTION 166 167 168 Training Room Old Construction Building Two Story Construction Administration Building Page 3 Some additional information, Mr.Bill Callaway had estimated a total of 2,800.0 Tons of concrete and cement foundations that would have to be removed/disposed off-site. UCC proposed to leave all concrete and cement foundations intact. The BND has proposed that UCC have the dismantler break all concrete and cement foundations in 2 cu. ft. pieces. They propose we pile the pieces in an area in the back of the plant and leave them at the site for their future use.
