I propose that Hazard 9 (Exposure) x (Toxicity). Then all items dealing with extent of exposure would he grouped together and likewise for toxicity. Thus, 1 would con sider friability as part of the toxicity. 2) Since The ACGIB has proposed different criteria for the various forms of asbestos (the British already have differing standards), I suggest this be included in cal culating toxicity. A brief description such as you have is fine for assessing, hut I think all assessors should read a more complete description of all factors like those given in the EPA document. Before releasing this index, 1 think someone should sample a few buildings or areas h-25) to see what index would be assigned before making recommendations for/against control measures.
