Minutes of November 25, 1974 Meeting The minutes were approved as distributed. 2. Membership The secretary reported that Messrs. J. H. DeNike (Shell Chemical), j. J. Gallery (Hooker Chemical), M. J. Rhoad (Goodyear CMA 079013 PC147-2 Tire & Rubber), T. A. Sparta (Dow Chemical), and S. J. Talucci (Rohm and Haas) were appointed by the MCA Board of Directors to membership on the Committee effective June 1, 1975. It was also reported that Mr. R. T. Daily (General Electric) had resigned from the Committee. 3. MRI - Midwest Research Institute SRI - Stanford Research Institute The secretary also reviewed the Plastics Financial Package submitted to the MCA Board for approval. The proposed $72,000 budget for the fiscal year 1975-76 is based on new collections totalling $60,000 drawing on accumulated surplus for the remainder. The proposed budget provides for new proj ects yet to be selected. 4. Sponsored Projects - Mr. Avery (for Dr. Kennel) 4.1 Plastics Waste Disposal Practices The 1974 update report, "Plastics Waste Disposal Practices" by DeBell & Richardson, was published in March. The report and summary were distributed to all Executive Representa tives of the Plastics Group member firms. The full report is CMA 079014 PC147-3 available for purchase from MCA at $5.75 each. 4.2 Flammability Testing of Polymers The final report of the research project on flammability of polymers being conducted for MCA by Stanford Research Institute has not been received. As the substance and recommendations of the overdue report may have a bearing on future studies, some concern was expressed over the failure of SRI to meet the agreed deadline. 5. New Program Recommendations - Mr. Avery (for Mr. Andrews) In Mr. Andrews' absence, Mr. Avery reviewed three new projects under consideration as follows: (a) Stanford Research Institute - Based upon the flammability testing methodology developed during the research project conducted for MCA, an extension to conduct quantitative analysis (on three tests) was proposed by SRI. The study would involve synthesis of the analyses with fire studies to establish that the tests in fact reproduce the specific situations, and the development of new tests needed to complete the sets of tests previously analyzed. Cost of the proposed one-year study is estimated at $100,000. (b) Lacrimation Study - Some interest has previously been expressed over the lacrimatory effects of decomposition products of burning plastics. Stanford Research Institute pro posed a study, estimated to cost $35,000, to search literature for references on lacrimators and combustion products; to re view the literature to identify compounds or substances known to cause lacrimation and those compounds or substances produced during combustion of representative kinds of materials normally used in construction, both natural and synthetic; to compare these groups of compounds or substances to determine which com bustion products are known or suspected lacrimators; and to determine the extent of the problem of lacrimator production in a fire. (c) Toxicity - Products of Combustion of Plastics The University of Michigan proposes to carry out a research pro gram to determine the products of combustion of plastics mate rials and to evaluate laboratory animal performance tests as a measure of toxicity of the combustion products. This study, estimated to cost $82,300 per year, is proposed to be jointly funded by The Society of the Plastics Industry (SPI) and MCA. CMA 079015 PC147-4 Although the New Projects Subcommittee has not submitted its final recommendations, the consensus of the Com mittee favored jointly supporting with SPI the University of Michigan study to analyze products of combustion and the toxicity of those products. There was minimal support for the Stanford Research proposal for a second phase project on flammability tests primarily because it may be a candidate for study under the FTC Consent Order (accepted 11/4/74)in the mat ter of SPI, et al. Docket C-2596 applicable to certain cellular plastics materials and products - The University of Michigan proposal is expected to be reviewed in detail at the June 11 meeting. 6. Liaison with ANSI Committees Z26 and IS0/TC61 The secretary reviewed reports from designated liaison representatives, namely, Mr. Bruce M. Donaldson (Du Pont) on Z26 - Safety Glazing Materials and Mr. K. A. Kaufmann (USS Chemicals) on IS0/TC61 - Plastics. During 1974, ANSI Committee Z26 -- Safety Glazing Mate rials -- continued its program to update the Z26-1966 standards code. Although a number of code revisions were developed and balloted during the eleven meetings in 1974, the code revision was not completed as expected. The Committee plans to have this work completed during 1975. A subgroup of the Technical Commit tee is continuing work with the International Standards Organi zation to formulate a code acceptable to all the major automotive producing companies. Mr. Kaufmann submitted a detailed report on the functions of IS0/TC61, copies of which were distributed to Committee mem bers present. Of particular interest were his comments regarding the accomplishments during the international meeting in Tokyo, Japan, November 1974. Mr. Kaufmann emphasized that the single most important action in Tokyo was in recognition of the fact that the burning behavior of plastics is becoming of more criti cal importance in application such as building and transporta tion. All efforts on this subject are focused in Working Group 4, now to be called "Burning Behavior of Plastics," and will include the development of laboratory methods for determination of flame resistance, burning rate, evolution and toxicity of gases and smoke, and oxygen index for plastics including films and cellular plastics. CMA 079016 PC147-5 7. Plastics Group 7.1 Dinner (The Greenbrier) 7.2 Conference and Outing (Seaview Country Club) June 11, 1975 September 2-5, 1975 Mr. C. S. Stryker, chairman of the Arrangements Committee for the Seaview Conference, tentatively discussed the Conference program. Suggested topics included the economy and doing business in China. Other members of the Arrangements Committee are Mr. G. A. Forlenza (chairman 1974), Mr. M. J. Rhoad, and Mr. P. J.
