Inspector was joined by Lucas Bomar from EPA Region 6, and Luke Zhong from NMED, as this was a joint inspection for training purposes with EPA as the lead agency. Inspectors met with Mr. Brandon Major (General Manager) during the Opening Conference. Inspectors presented their credentials and informed him that this was a joint EPA/NMED inspection aimed at assessing the facility's compliance status with Concentrated Animal Feeding Operation (CAFO) regulations, as authorized by Section 308 of the Clean Water Act (CWA). The scope of the inspection included a compliance evaluation of the facility's site operations and a review of animal head count records. Inspectors provided the facility with CAFO regulation compliance assistance brochures for their review. Vehicles were parked near the parking lot outside west of the facility office, and the inspection was conducted on foot. All inspectors wore boot covers for biosecurity and were accompanied by Mr. Major throughout the inspection. FACILITY DESCRIPTION Cattlemen's Livestock Auction reported selling 35,841 beef cattle from 07/05/2024 to 06/27/2025 across 54 sales. Auctions are held weekly on Fridays, except for some holidays, with cattle being kept on site for 1 to 2 days per sale. The cattle are held in open lot pens (Appendix 1, Photo 1). The facility borders Los Chavez Lateral to the east (Appendix 1, Photo 10), highway 314 to the west, and neighbors to the north and south (Appendix 1, Photos 11 & 5). Pens are scraped clean with machinery, as needed. Lot scrapings are piled a manure stockpile in the southern corner of the facility (Appendix 1, Photo 7). Third parties will haul off what they need from the manure pile. A majority of the manure will be removed from the facility by the end of the month. Animal mortalities are staged adjacent to the manure stockpile pit for offsite disposal at a local landfill by a third party contractor (Appendix 1, Photo 8). Corn and soybean feed are stored under cover at the south end of the facility; hay is stacked and stored under cover approximately 50 yards to the north. (Appendix 1, Photos 3 & 4). Section II - OBSERVATIONS The open lot pens were well maintained and clean during our tour of the facility. Most of the pens had already been scraped clean, but we were able to see how they prepare pens for incoming livestock (Appendix 1, Photo 2). Inspectors visited the manure stockpile on the south end of the site and noticed berms going along the eastern and southern borders of the facility (Appendix 1, Photos 5, 6, & 9). These berms are approximately 1 foot tall and have good integrity. On the north side of the facility has a slight gradient to keep water runoff in (Appendix 1 Photo 11), and the west border side has a slightly greater gradient (Appendix 1, Photo, 12). Section III - AREAS OF CONCERN There were no areas of concern at the time of the inspection.
