Interoffice Communication To File From Dave Mahler Date October 12, 1982 Subject SUPERFUND REPORTING (conoco) At 5:40 p.m. on 10/4/82, I reported a vinyl chloride release to the air to the National Response Center (800-424-8802). Ensign Koster accepted the report. I told him that at 3:03 p.m., a filter which contained liquid vinyl chloride blew a gasket due to thermal expansion of the liquid in the filter. The filter had been exposed to direct sunlight, and was blocked in because the plant was down for routine maintenance. He asked if any action was taken to stop the discharge. I told him that the operators ran a hose between the filter and the recovery system and recovered most of the vinyl chloride in the filter. The discharge continued until approximately 4:00 p.m., at which time the filter had depressured. It was calculated that 50 lbs. of vinyl chloride was discharged to the air. No one was injured as a result of the incident. He asked if any other agencies had been contacted. I told him that no other agencies had been contacted.
