Previous Enforcement Actions: None known III. Type and Purpose of Inspection Evaluation of compliance with the EPA Construction General Permit for Stormwater IV. Facility Description The site is residential construction, with three houses. The site lies north of Elm St., with a driveway running up the west edge of the site, with three houses to the east of the driveway (in a line north to south). A large field is between Elm St. and the first (southernmost) house. The site is located on a general slope downward to the west and upward to the east of the site. The east side of the site is below the surrounding terrain, while, at least in the northern part, the west edge slopes down steeply from the drive. At the time of the inspection all three houses were framed with the roof on and most exterior walls complete. The driveway was unpaved. V. Inspection Mr. Spejewski attempted to contact Harbor Classic Homes the day before the inspection (i.e. December 14), leaving a voicemail announcing the inspection and requesting a call back. No reply was received. Mr. Spejewski arrived at the site at approximately 9:30 AM. A. Opening Conference Mr. Spejewski arrived in his personal vehicle and parked on the site. Mr. Spejewski asked a nearby worker where the site superintendent was, and the worker directed him to Mike Koivu, nearby. Mr. Koivu said that he worked for Harbor Classic Homes and was in charge of the site at the moment. Mr. Spejewski explained the purpose of the inspection and presented his credentials. Mr. Koivu explained the project. He was unsure of the exact start of earth disturbing but thought it could have been May 2020. He said the site was mostly farm field before the project. Mr. Koivu was unsure of any EPA permits for the site or whether a Stormwater Pollution Prevention Plan existed. Mr. Koivu provided the name of Ron Koivu, President of Harbor Classic Homes, as a good contact for follow - up. Mr. Koivu then gave Mr. Spejewski permission to walk the site unaccompanied and to take pictures, and Mr. Spejewski left on a tour. 2 ED_019088A_00020032-00002 B. Facility Tour The field between the first house and Elm St. was flat and cleared of trees. There was very thin snow cover concealing the ground, but it appeared to be chiefly dirt and rocks. The field lay at or slightly below the terrain to the east (a line of trees and another field) and west (a farmhouse and small barn). The field was just slightly below Elm St. in most areas. An unpaved driveway led north from Elm St. along the west side of the field, continuing west of the three houses. The area between and behind (east of) the houses was a mix of wooded and small cleared areas around the houses, generally below the terrain to the east. To the north of the last house, the site was bordered by woods, at or above the level of the site. In the northern half of the site, the driveway was on top of a steep constructed slope approximately 15 feet high, leading down to the west. To the west was woods, with a possible wetland visible farther west. Several stockpiles were located around the site. There was no obvious sign of stabilization on the slopes, however there were no gulleys, weed growth or other signs that the stockpiles had been undisturbed for long periods. At the entrance to the site, the beginning of the road was rock and gravel, however, sections of the rock were now covered with mud and dirt. C. Records Review No records were produced or reviewed. D. Closing Conference Mr. Spejewski returned to Mr. Koivu and mentioned the need to repair the site entrance. Mr. Koivu said they were already attempting to address it. Mr. Spejewski noted that the site was below the surrounding terrain in most places, but some control could be installed at the foot of the slope west of the driveway. Mr. Koivu said they had mulched the slope with wood grindings. Mr. Spejewski then thanked Mr. Koivu for his time and left the site at about 10:30 AM.
