First, let me note that the CMA VC Panel Meeting scheduled for December 16, has been postponed; a new date has not been set, but it will probably be about the third week in January. In view of the CMA-EHA stalemate, as outlined in the CMA letter, there are several questions which we need to address, viz. 1. To what extent can we live with EHA's proposed contract amendment? 2. Would it be prudent to consider potential contractors other than EHA, recognizing that EHA has the data base and has worked it into a form suitable for proposing the current update, and that the professional expertise most familiar with the data base, the cohort and the previous study resides with EHA? 3. Would there be value in attempting to form a VC/PVC industry group outside the CMA umbrella to negotiate a contract with EHA, or possibly another contractor? 4. Are any other contract options, for example, as discussed in Mr. Joyce's memo to Dr. Stack (attachment to the November 23, CMA letter) viable? 5- Are other alternatives available? see 5-0693 R. E. JOYNER, M.D. 2 Obviously, all of this must be placed against a background of apparently developing pressure against EHA, as we briefly discussed earlier. After you have had a chance to review this information, we should arrange to meet, formulate our proposals for resolving the issue, and decide to what extent, if any, we can compromise with others on the CMA project panel in ord^r to get the study moving. It may well be necessary to obtain Business Center concurrence with our recommendations as well. In view of the latter, I would suggest that we meet no later than the week of January 4, 1982; I will contact your office next week to set a date and time. One final point, by separate memo I will request Legal to review and comment on the CMA proposed contract, EHA's proposed contract amendment, and CMA attorney's evaluation of the latter.
