The Committee h a s d e c id e d t o make no recommendations on s t y l e , minimum dimensions, e t c . It recommends t h a t t h e manufacturer comply with t h e re q u ir e m e n ts of t h e a c t, demonstrating "good f a i t h " in t h e i r o b s e r v a t i o n o f th e requirem ents. In o th e r words, p r i n t i n g a m i n i a t u r e CAUTION l a b e l on t h e bottom o f a l a r g e box would not be demonstrating "good faith-." According to t h e Standards the la b els "shall be p rin t ed in l e t t e r s o f s u f f i c i e n t s iz e and c o n t r a s t as to be readily v i s i b l e and le g ib le ."

At t h i s r e c e n t Committee meet ing , t h e new EPA Emissions S t a n d a r d s were d i s c u s s e d . As t h e r e were s e v e r a l d i f f e r e n t i n t e r p r e t a t i o n s by Members and Regional EPA pe r sonnel, a digest of th e minutes o f the meeting are enclosed.
It will be noted that there are d ifferen t in te rp re ta tio n s concerning several items: (l) "new source" v e rs u s " e x i s t i n g source," (2) whether to q u a n tify machines under " P r o c e s s D e s c r i p t i o n , " and (3) whether "Amount o f P o l l u t a n t " - i f given t o t a l in to each P r o c e s s - w i l l t h e n be c o n s t r u e d as being 5 t o 10 t i m e s t h e t o t a l a s b e s t o s entered into the process.

EPA EMISSIONS STANDARDS FOR.ASBESTOS - A DISCUSSION
The fo ll o w i n g comments a r e d i g e s t e d from a djne 1973 d i s c u s s i o n o f an Asbestos Study Committee m e e t i n g a t t h e I n s t i t u t e . These comments may be o f some i n t e r e s t t o t h o s e f i l i n g t h e EPA Source R ep o r ts .
While t h e new EPA e m i s s i o n s s t a n d a r d s appear to be r e a s o n a b l e , t h e r e is some d i f f i c u l t y in i n t e r p r e t a t i o n . For example, t h e s t a n d a r d s a r e no t simply "No v i s i b l e e m i s s i o n s , " but ( l ) t h e r e c o u ld be no v i s i b l e em issions even i f t h e y do not meet the a i r cleaning re quire m e nts, or (2) one could even have v i s i b l e emissions i f th e y were usi ng a c o l l e c t o r w i t h t h e s p e c i f i c a t i o n s recommended by t h e EPA. In o t h e r words, i f you ha ve t h e EPA's recommended c o l l e c t o r you c o u l d p o s s i b l y have v i s i b l e e m is s io n s a n d s t i l l be complying w i t h t h e EPA r e q u i r e m e n t s . It goes with out say in g , t h a t i n t e r p r e t a t i o n o f th e requirements by i n d i v i d u a l s in the d i f f e r e n t EPA r e g i o n s may v a r y q u i t e a b i t .
The EPA i s saying in t h e i r S t a n d a rd s t h a t t h e wet c o l l e c t o r i s n o t a s - e f f i c i e n t a s t h e dry -b ag c o l l e c t o r . I f an EPA Enforcement O f f i c e r s e e s a v a p o r from t h e s ta c k where a wet c o l l e c t o r i s used, the source b e s t be a b le to prove thei e is no a sb e s to s being d is c h a rg e d . In other words, i t can be i n f e r r e d t h a t i f a source has wet c o l l e c t o r s t h e y may more l i k e l y be c i t e d fo r v i s i b l e e m i s s i o n s .
While i t i s a p p a r e n t t h a t t h e EPA's em is sio ns s ta n d a r d s promote t h e dry c o l l e c t i o n o f a s b e s t o s in b a g s , many problems have been i n d i c a t e d w i t h t h e s e c o l l e c t o r s . One o f th e problems was r e p e a t e d f i r e s in t h e c o l l e c t i o n system. Another member s t a t e d t h a t he too had t h i s problem u n t i 1-c i g a r e t t e smoking was banned i n t h e f a c t o r y . Since d i s c o n t i n u i n g smoking in th e f a c t o r y , he claims th e y have n o t had more than one or two f i r e s in t h e l a s t 25 y e a r s . Another member s a i d t h a t may be, but th e y have had th e No Smoking r u l e for many y e a r s and they s t i l l have f i r e s . T his p a r t y blames th e f i r e s on th e in centive program where the workers r e c e iv e a bonus for exceeding c e rta in work standards. This promotes the taking o f heavier cuts with grinding*wheels and c re a te s sparks which apparently promote th e f i r e s in th e sy s ie m . The o p e r a t i o n t h a t h a s no t had any f i r e s for t h e p a s t 25 y e a r s d o e s not have an in c e n tiv e system and does not permit smoking in the work p la ce - . lhere the wet c o l l e c t o r s a r e now i n u s e , a p p a r e n t l y t h e EPA i s p e r m i t t i n g t h e i r use as complying wi t h ~t he "r equ'i r ement s.`
At t h i s p o i n t , t h e d i s p o s a l o f t h e m a t e r i a l s picked up by t h e c o l l e c t o r s was brought up. One member s e n t t h e du s t to a p e l l e t i z i n g machine. In t h i s p r o c e s s they add
cement t o t h e p e l l e t i z e r . A volume re duc t ion in t h e o r d e r o f 3 t o 1 was developed. The p e l l e t s a r e taken by t r u c k and dumped a s land f i l l . While t h e p e l l e t s c o u l d ' b e bro ke n down int o a powder, i f they r e c e i v e r e a s o n a b l e han dlin g t h e y can be r e a d i l y moved f r g m th e p e l l e t i z i n g machine to- t h e land f i l l o p e ra tio n . It is t h i s member' s i n t e n t i o n t o i n s t a l l a vacuum system from t h e c o l l e c t i n g a r e a s to go to a c e n t r a l p e l l e t i z i n g machine. One member d e s c r i b e d . h i s h a n d l i n g of du s t from ( l ) a c e n t r a l c o l l e c t o r , t o (2) a screw conveyor, to (3) a t r u c k , and to (<+) t h e land f i l l . The w orkers in t h i s case use r e s p i r a t o r s .
The p e l l e t i z i n g o p e r a t i o n not only reduc es t h e t r a n s p o r t t ion c o s t by t h r e e ti m e s but e l i m i n a t e s t h e need fo r t h e w a te r in g t r u c k and an i n d i v i d u a l t o wet down t h e land f i l l . However, the c o sts of t h i s p e lle tiz in g equipment a r e s u b sta n tia l. A manufacturer o f p e l l e t i z i n g equipment is Ferr e Tech I n c . , 1231 o a n k s v i l l e Road, Pittsburgh, Pa. 15216.

Also, where one manufacturer adds one machine to an e x i s t i n g c o lle ctio n system he may not be i n compliance without g e t t i n g a Waiver o f Compliance. Appar e n t l y t h e EPA w i l l n o t giv'e. a Waiver o f Compliance t h a t w i l l t a k e more than 12 months to c om ple te . An a p p l i c a n t must g i v e the s t e p s to be tak en a nd t h e schedule to be met. When each da te a r r i v e s , t h e a p p l i c a n t must a d v is e EPA c o n c e r n i n g completion of that stage of the schedule.
One member f e l t t h a t we s hould re vi e w t h e EPA source r e p o r t form t o get a b e t t e r under s ta n d in g of what th e y were c a l l i n g fo r . Page one of t h e r e p o r t would be used f o r each f a c t o r y . As t h e r e would most l i k e l y be s e v e r a l p o i n t s o f emission, page 2 would be completed fo r each stack or c o lle c to r that emits a s b e s to s .
I f a m a n u fa ct u r er w is h e d t o make an a d d i t i o n or m o d i f i c a t i o n i n h i s p l a n t w i t h e q u i p ment t h a t might put a s b e s t o s i n t o th e at mosphere, he must f i l e w i t h t h e EPA. On page 1 of the report he would c ro ss off the words "Source Report" and type in e i t h e r " Appl c a t i o n t o C o n s t r u c t a New Sour ce," or A p p l i c a t i o n t o Modify E x i s t i n g So ur ce ." in re v ie w in g page 2 o f t h e r e p o r t under " P ro c e s s D e sc r i p t i o n , " some q u e s t i o n s came up a s t o how t o complete t h i s s e c t i o n . One member who had worked on t h i s r e p o r t w it h t h e EPA s a i d you should e n t e r he re t h e t y p e o f machinery used w i t h out q u a n t i f y i n g . Another member i n d i c a t e d t h a t t h e EPA i n s i s t e d t h a t he l i s t t h e t y p e o f equipment and t h e numbers o f each p i e c e o f eq uipm en t. *f t h e EPA s p e c i f i c a l l y s a i d to l i s t t h e numbers and ty p e s o f equipment in t h i s s e c t i o n i t was sug g e s t e d t h a t they would have s a i d so on page 2 o f t h e r e p o r t . The q u e s t i o n o f p u t t i n g down th e numbers and t y p e s o f equipment c ould become v e r y cumbersome where a m a n u f a c t u r e r wished t o move a g r i n d i n g machine From a l o c a t i o n w i t h one c o l l e c t o r t o a n o t h e r l o c a t i o n wh ere i t would be hooked in t o a n o th er c o l l e c t o r . The member who f i l e d with t h e EPA worked on r e p o r t s in 2 d i f f e r e n t j u r i s d i c t i o n s : New York and T en ness ee. He i n d i c a t e d t h a t a t n e i t h e r l o c a t i o n d i d h e e n t e r t h e number o f p ie c e s o f equipment on t h i s form. (Since th e meeting he c a l l e d t o advise that th e a p p l i c a t i o n f i l e d in Tenne ssee w it hout q u a n t i t i e s was a c c e p t e d by t h e EPA. His a p p l i c a t i o n in Mew York S t a t e had not been e i t h e r a c c e p t e d o r r e j e c t e d a s of vUne L, 1973.) It would appear t h a t Regional O f f i c e s are not i n agreement as regards quantification of th e equipment under the "Process D escripiion."
The q u e s t i o n came up c o n c e r n i n g i n t e r p r e t a t ion o f q u e s t i o n 3 , t h e "Amount o f P o l l u t a n t . " * In many f a c t o r i e s a s e t o f dry mix brake blocks c o u l d em it in to a c o l l e c t i o n system a t the mixer, at the briquette press, at the c u t-o ff wheels, at grinding,, at d r i l l i n g , and a t i n s p e c t i o n and boxing. The problem i s t h a t t h i s i's t h e same o r i g i n a l a s b e s t o s which e n t e r e d t h e p r o c e s s and might be c o u n t e d 6 - 3 t i m e s . So, in e f f e c t , a factory ta k in g in one m illio n pounds of asb esto s might l i s t one m illio n pounds o f asbestos going into 3 different c o lle ctio n systems. This, in turn, would make i t appear t h a t e i g h t m i l l i o n pounds o f a s b e s t o s i s g o i n g i n t o th e o p e r a t i o n . From t h e wording o f t h e form, i t would appear t h a t t h i s i s e x a c t l y what th e EPA w a n ts . However, ano-ther member was t o l d t h a t t h i s is not w h a t t h e EPA wants. He su g g ests that i f a fa c to ry ta k e s in one m illio n pounds of a s b e s t o s into the process t h a t i t should not r e p o r t in t o t a l more th a n one m i l l i o n p o u n d s o f a s b e s t o s . I f he had 10 d i f f e r e n t e m i s s i o n p o i n t s , he would d i v i d e the one m i l l i o n pounds o f a s b e s t o s by 10 to give th e "amount o f p o l l u t a n t . " Again, t h e i r a p p a r e n t l y has been a d i f f e h - r ence . in i n t e r p r e t a t i o n from d i f f e r e n t Regional O f f i c e s o f t h e EPA.
On page 3 of the r e p o r t , under "'//aiver o f Compliance," i t was s t a t e d t h a t S e c t i o n s 2a and 2b did not have to be completed u n l e s s EPA s p e c i f i c a l l y r e q u e s t s t h i s in formation.
