Blanchard, Jr. Executive Vice President Ethyl Corporation 330 South Fourth Street Richmond, Virginia 23217 Dear Larry: I have reviewed the Petition and Memorandum which you sent me, commented on various aspects of it, and expressed my opinion of it, with courtesy, I believe. It is too lengthy, perhaps, for your use as it is, but I hope I have given you a fair appraisal, together with some detailed interpretation of its fundamental weaknesses. I have said nothing here about our work in the establishment of the facts concerning a standard for safety, in terms of a tolerable concentration of lead in the air in the United States. Without the evidence, it is not pertinent at this time and in this situation. Further, I have not reviewed the Affidavits attached to the Petition and the Memorandum. Not only would this be a repetition, to some extent, of what X have said about the major document, but it becomes an attack on a person and his character, to discuss an affidavit unfavorably. I prefer not to do this. I sincerely hope that what I have written will be useful to you as background, and as an expression of opinions which 1 am prepared to back up with publications.
