Chartier AT Assonet subject ENVIRONMENTAL HEALTH MEETING date March 27, 1974 COPY TO A meeting was held in the library Monday, March 25, 1974, to discuss the OSHA announcement that a temporary emergency standard of 50 parts per million vinyl chloride maximum exposure will be established within the next two weeks. A separate air source breathing apparatus will be required for all employees where the 50 ppm limit is being exceeded. The group was informed that a portable flame ionization total hydrocarbon analyzer was received and calibrated Friday, March 22nd and is now being used to monitor the plant. The following items were discussed: 1. It was agreed that more separate air source breathing units will be required. A discussion of the various types available resulted in a decision to immediately purchase ten MSA Air Paks and to investigate with suppliers and within Olin as to what units should be purchased in the future. 2. A discussion of current reactor building ventilation resulted in a committment by R. Carte to investigate and institute procedures to better utilize the high speed air fans in the buildings. 3. The time required to reduce VC concentration in a reactor prior to a man entering the reactor will be reestablished using the new monitor. Ten reactors in each building will be studied to establish the time limit. Art Iveson, a plant foreman, will be trained in the use of the new monitor by Dr. Klebacher. to obtain this data. Data accumulation will begin Tuesday, March 26, 1974. 4. The new ventilation system over C &D line slurry baskets will be monitored for efficiency Tuesday, March 26th, and a decision will be made to proceed with the installation of similar units on all lines when the data is reviewed March 27, 1974. D'Ambra 2- - March 27. 1974 Progress on improving ventilation and eliminating leaks in the recovery areas was discussed and more work is scheduled. Several bonnets have been fabricated to place over open manways on reactors. The bonnets are not yet in use and their efficiency and utility has yet to be established.
