The #208 P la s t i c Roof Cement i s an asp h alt base product th a t binds any asbestos fib e r s in to a s tic k y mass th a t prevents the fib e r s from becoming airb o rn e. The product i s designed to be used in e ith e r dry or wet weather but the fib e r s are never "d ry" being permanently imbedded in an a sp h a lt m atrix th a t keeps them "w etted" and se cu re ly bound. In th e event th a t someone would t r y to d r i l l , saw or abrade #208, t h e ir equipment would im mediately become gummed up w ith s tic k y asp halt and in e f f e c t u a l. As fa r as supplying "co n clu siv e a i r t e s t data" i s concerned, OSHA Standard 1910,93a s p e c ifie s th a t any t e s t s be performed a t the s i t e where the employee works.
