CLAY HIGGINS 3RD DISTRICT, LOUISIANA BOARD OF DIRECTORS HOUSE FREEDOM CAUCUS COMMITTEE ON OVERSIGHT AND GOVERNMENT REFORM CHAIRMAN, FEDERAL LAW ENFORCEMENT ECONOMIC GROWTH, ENERGY POLICY, AND REGULATORY AFFAIRS COMMITTEE ON HOMELAND SECURITY CYBERSECURITY AND INFRASTRUCTURE PROTECTION Cingrtss of the 1uuite.i COMMITTEE ON ARMED SERVICES SEAPOWER AND PROJECTION FORCES READINESS faits i.ouse of ieprestntatiors ashington, pC 20515 July 11, 2025 The Honorable Sean P. Duffy United States Department of Transportation 1200 New Jersey Avenue, SE Washington, D.C. 20590 Secretary Duffy, I support Morgan City Harbor and Terminal District's application to the FY 2025 US Marine Highways Program (USMHP) funding proposal titled, "Procuring Cargo Transloading Equipment -- Phase 4B." The Port of Morgan City is requesting funding for a new rough terrain crane, a compact track loader, and necessary attachments. The Port will contribute a local cost-share of nearly $200,000. The procurement of new crane equipment will improve the Port's loading operations, reducing vessel turnaround times and increasing efficiency. These improvements will also ensure the Port can accommodate a wider variety of ships. By investing in modern infrastructure, the Port can help facilitate and expand economic activity in the surrounding community for the decades to come. I request that you give the Morgan City Harbor and Terminal District's application your full and fair consideration. Thank you for your attention to this matter. I look forward to working with you on future infrastructure development efforts. Respectfully, Clay Higgins Member of Congress OST-2025-1200 Page 02072 Sierra Club v.
