RE: OD 41827-22 Herbert Cossin-Asbestosis

Dear Ms. Spencer:
The following information can be determined for this claim investigation:
1) The company (now 01 NEG TV Products, Inc.) and the claimant disagree as to cause/effect relationship relative to the onset of his asbestosis condition.
2) The company claims no knowledge of asbestos exposure.
3) The company feels that the statute of limitations is applicable to this claim.
4) The claimant states that he used asbestos gloves, pads, and mats while employed with Owens Illinois between 1952 and 1972. Previous occupational disease claim investigations conducted by the Division of Safety and Hygiene revealed that as late as 19C , asbestos gloves and pads were being used at Owens-Illinois.
5) claim file enclosures worked since 1972 at. a subsequently been exposed linings.
indicate that the claimant has garage mechanic, and may have to asbestos found in brake shoe
6) Medical records contained in the claim file indicate that bilateral irregular opacities, consistent with asbestosis, were shown in x-rays of the claimant's lungs. A diagnosis of asbestosis was made by Dr. Dominic Gaziano, based on the findings of opacities and the claimant's "mild degree of pulmonary functional impairment."
7) The claimant has a smoking history mentioned in the claim file.

At this date, the claimant's actual exposures to asbestos are unknown, both at Ovens Illinois and his present job site. Heavy exposures are more likely to speed the onset of observable symptoms or indications. It can be considered likely that the claimant would have been exposed to asbestos to some degree both at Owens-Illinois and at his present job, and the normal onset period for asbeetosis, 15-35 years after first exposure, has elapsed at both job sites.
Because of the time lag between exposure to asbestos fiber and onset of asbestosis, current working conditions probably have little bearing on determining the onset of injurious exposure.
It is impossible to determine the extent of the claimant's exposures at both job sites, but it can be concluded that some exposure could have occurred during the claimant's work history.
Respectfully submitted.
