J. Busch summarized his conversation with Dr. Bill Cebulus of ATSDR regarding whether or not ATSDR would be developing a Data Needs report for vinylidene chloride. Cebulus reported that vinylidene chloride was not in the group of 50 priority chemicals for which Data Needs reports would be developed. Cebulus noted that he would be meeting with EPA (Linda Fisher), NTP (David Roll), and the head of ATSDR (Johnson) to finalize the list of chemicals requiring Data Needs reports. Cebulus suggested that these Agencies could potentially reprioritize chemicals. Cebulus also suggested that Busch call him in the third week of October to insure that vinylidene chloride did not move up in priority into the group of 50 priority chemicals. The VDC Producers Group agreed their position would be that EPA should not be able to finalize the test rule on vinylidene chloride until ATSDR formally prioritizes data needs and specifies data gaps in a Data Needs report. Action: J. Busch will call Cebulus of ATSDR the week beginning October 22, 1990 to determine the Data Needs report status of vinylidene chloride. 2.0 Discussion of Studies on Mechanisms of Vinylidene Chloride Toxicity. B. Hayes reported on a European study with vinylidene chloride that will evaluate potential mechanisms associated with the induction of kidney tumors in mice. He noted that data from the study may not be available until another year or two. B. Hayes also described a published article by Trevor Green on the potential mechanisms of carcinogenicity for chloroethylenes (Annu. Rev. Pharmocol. Toxicol. 30: 73-89, 1990). This article discusses possible mechanisms of vinylidene chloride induced renal toxicity and factors why Swiss mice may be susceptible to renal sh 06464 tumors. The author suggests that whatever the mechanism of vinylidene chloride induced renal toxicity, the effects may be unique to Swiss mice and have little relevance to other species, including man. Action: J. Busch will distribute to the VDC Producer Group 3 documents provided by B. Hayes: (a) a meeting report describing the European study on potential mechanisms of vinylidene chloride induced nephrotoxicity; (b) a study protocol for the European mechanism study; and (c) a published article by Trevor Green. 3.0 Discussion of the Lance Wallace Study on Pollutants in Indoor Air. The VDC Producers Group discussed the study by Lance Wallace of EPA. The study concerns the cancer risks associated with various pollutants in indoor air, including vinylidene chloride. Exposure data for the Wallace study comes from EPA's TEAM studies. Because of the limited presentation of data in the Wallace study, the number of unanswered questions and uncertainties associated with the study, and the potential of the study to unnecessarily heighten concern about vinylidene chloride, the Group agreed that further information was needed. The Group agreed that both Neil Hawkins of Dow and J. Busch should informally approach Lance Wallace to obtain further information about the study, including such information as: (a) the potential sources of vinylidene chloride in the indoor air study (paint?, carpet?, glue?, varnish?, shower?, outside industrial sources?, break-down product from another chemical?); (b) the correlation between water sources (for example, showers) and measured air exposures; (c) the availability of raw data for review; (d) the analytical techniques used and potential sampling and chemical identification errors; (e) the sampling of houses; (f) follow-up studies that may be planned; (g) how the study may impact EPA priorities; and (h) what actions could the VDC Producers Group take to clarify the results of the study. Action: J. Busch will develop a list of questions to ask Lance Wallace based on input from members of the VDC Producers Group. J. Busch will then informally contact Lance Wallace, B. Hayes will ask Neil Hawkins of Dow also to informally approach Lance Wallace to obtain information about the study. Members of the VDC Producers Group who have EPA's TEAM studies will forward relevant data to J. Busch for distribution to the VDC Producers Group. 4.0 Next Phone Conference. No specific date for the next phone conference was set. However, it was agreed that a phone conference should be set-up after J. Busch contacts Bill Cebulus of ATSDR and Lance Wallace of EPA. Action: J. Busch will set-up a phone conference for the end of October or early November. Si 5.0 Phone Conference Conclusion.
