No facility representatives were present at the time of the inspection. The inspection was conducted by the authority of the Clean Water Act (CWA) to determine compliance with Environmental Protection Agency (EPA) regulations. There were no other federal, state, or local agency representatives present at the time of the inspection. FACILITY DESCRIPTION EPA conducted an inspection on LBOC, LLC., Baker Sand Unit Tank Battery which contains 5 tanks and 4 large green tanks which were not in use at the time of the inspection. Section II - OBSERVATIONS I observed the facility sign, secondary containment, tanks, barrels, and pipes located at the facility, see Appendix 1 (photo log), photo No. 1 and photo No. 2. For additional GPS location and photo metadata, see Appendix 1. I observed no secondary containment on the front (northwest) side of the facility, see photo No. 2. I observed loose oil, oil stains, and crystallization on soil within secondary containment, see photo No. 3. I observed multiple unmarked barrels, see photo No. 3. I observed loose oil and brine around the chine of the tank along with oil and brine stained soils around tanks, see photo No. 4. I observed a large erosional hole in the ground with reddish, orange tinted water mixed with oil, photo No. 4. I observed loose oil and brine going into pipe that discharges from secondary containment, see photo No. 5. I observed large gapping on bottom of tank, service plate was removed, and the tank was not properly clean and marked out of service, see photo No. 5. I observed active leaking from pipe coming out of secondary containment with black and reddish, orange staining on soil, gravel, and vegetation. Note: stressed and dead vegetation, see photo No. 6. I observed the confluence of the impacted tributary and the Ouachita River, see photo No. 7. I observed reddish, orange tinted water, thick oil sheen on top of water, and black/grey staining on soil and vegetation, and stressed vegetation throughout the flowpath, see photo log No. 27-31, 33, 35-40, 42-44. I observed the Point of Entry of the unnamed tributary 1 and unnamed tributary 2, see photo No. 21. I observed the Point of Entry into unnamed tributary 1 from discharge pipe from secondary containment, see photo No. 45. All TDS field readings observed throughout the inspection were taken with a properly calibrated, EPA issued, YSI pro 30 conductivity meter. Section III - AREAS OF CONCERN No closing conference was held due to no LBOC, LLC. staff being present during the inspection. Areas of concern at the time of the inspection include: 1) no secondary containment on front side of facility; 2) loose oil within secondary containment; 3) multiple unmarked barrels; 4) loose oil and brine around the chine of the tank and a large erosional hole in the ground with reddish, orange tinted water and oil sheen; 5) loose oil and brine going into a pipe that discharges from secondary containment; 6) large gapping on bottom of tank, service plate was removed, and the tank was not properly cleaned and marked out of service; 7) leaking from pipe coming out of secondary containment with black and 3 LBOC, LLC./ARU002199 CWA Inspection Date 12/13/2023 reddish, orange staining on soil, gravel, and vegetation.
