Dear Secretary Wright:
Congratulations on your confirmation as Secretary of Energy. I am reaching out on behalf of the American Public Power Association (APPA), to request a meeting with you and your team about our work with DOE as the national trade association representing public power utilities. We have worked closely with DOE for many years and greatly value our partnership on a host of energy issues impacting the electric sector.
Specifically, we would like to bring in our President & CEO, Scott Corwin, to introduce himself to you, and to discuss how we can continue to work together on important electricity issues. Issues we would like to discuss include:
Affordable and Reliable Power -- as not-for-profit electric utilities, public power utilities' primary mission is to provide affordable and reliable power to their communities. We greatly appreciate the focus of the Trump Administration on affordability and reliability and would like to discuss what policies DOE will adopt to help achieve these important goals.

The Electricity Subsector Ccordinating Council (ESCC) - APPA is an active participant on the ESCC and would like touch base with you about your vision for the ESCC going forward.
Rural and Municipal Utility Advanced Cybersecurity Grant and Technical Assistance Program (RMUC Program) - APPA has received two grants from DOE, one of which supports the association's Cyber Pathways Program, to provide cybersecurity assessments and training for some of the most at risk and resource constrained public power entities, including those owning or supporting defense critical electric infrastructure. The second grant supports APPA's Response Beacon program, which focuses on creating and improving public power utilities' cybersecurity incident response plans, as well as updating existing cybersecurity framework resources.
Emergency Prep Funding/Safe Haven Exercise -- as part of funding under DOE's State, Local, Territories, and Tribal Program, APPA is planning to hold a cybersecurity mutual aid exercise, Safe Haven that will focus on mutual aid response, the voluntary partnership between electric utilities across the country committed to helping restore power whenever and wherever assistance is needed, when it is safe to do so. The event will feature a cybersecurity incident affecting information technology and operating technology systems, which leads to physical impacts and damage to critical electric infrastructure. _
In addition to Mr. Corwin, other attendees would include:
Adrienne Lotto, our Senior Vice President of Grid Security, Technical and Operations Services. Ms. Lotto previously worked at DOE during the President's first term in office.
Michael Coe, our Vice President for Security, Resilience, and Energy Solutions. Mr. Coe previously worked at DOE.
Desmarie Waterhouse, APPA's Senior Vice President of Advocacy and Communications & General Counsel.
