Petco Petroleum Corp./Oilton Inspection Date: 04/13/2021
Section I - INTRODUCTION Purpose of Inspection EPA Region 6 inspector Kent Sanborn arrived at the Petco Petroleum Corp lease southwest of Oilton, Oklahoma on 04/13/2021 for an inspection of the tank battery facility that has had previous discharges. There were no facility representatives present at the site. The inspection was conducted under the authority of the Clean Water Act (CWA) to assess a previously reported spill from the brine facility. The scope of the inspection is to assess unauthorized discharges and impacts of nearby water resources under the CWA. Facility Description The facility was a combined tank battery facility located immediately north of a flowing creek. Recently the injection flow line had ruptured outside of the secondary containment next to the creek. The facility was located southwest of Oilton. No sign was present at the tank battery.
Section II - Observations I had the following observations during the inspection: The injection line has been repaired. Scattered areas of grass have returned along the flowpath to the creek. The creek measured 1,745 milligrams per liter (mg/l) TDS (Total Dissolved Solids) with a calibrated YSI conductivity meter. The main tank battery area had standing fluid inside the containment. The brine pump leaked into that area of the containment.
