The unannounced inspection was conducted by Pamela Storm who possesses EPA inspector credentials to conduct CAA NESHAP asbestos inspections. The facility is an installation formed by two residential houses. Demolition Permit 23-00066 was issued on February 13, 2023, by the City of Holly Springs to Finlon Enterprises, Inc. for the demolition of the facility. At the time of this inspection, demolition had been completed, and the demolition debris was no longer at the site. Heavy equipment was being operated at the site to clear trees and redistribute soil. The purpose of the inspection was to determine compliance with the CAA NESHAP Asbestos Standard and the regulations promulgated at 40 CFR Part 61, Subpart M, for the demolition activities conducted pursuant to this permit. The EPA Region 4 CAA NESHAP asbestos program targets facilities for inspection located in the State of Georgia based on tips/complaints; permits issued on a local level; and demolition and/or renovation/abatement notices sent to the State. This inspection was conducted based on the previously mentioned permit. Facility Information The facility was an installation formed by two residential houses prior to demolition. Inspection Inspection Upon arrival at the facility, the EPA inspector presented inspector credentials to Zach Gearin. He said that he represented Earth Products, the demolition contractor. He provided the name and phone number of his father, Kenny Finlon, the owner of the company who could provide EPA with any necessary information regarding the demolition. Subsequent conversations with the asbestos inspector and owners/operators appear to indicate that Finlon Enterprises, Inc. conducted the demolition.
